Government amends definition of 'New Entrant' for Automobile Industry

The additional customs-duty leviable under this notification shall not be charged on sub-components and components, imported in any kit form by an assembler or manufacturer declared to be a new entrant by the Engineering Development Board (EDB) for the vehicles specified in the said Table for a period of three years from the start of assembly or manufacturing of respective vehicles

The Ministry of Finance, Economic Affairs (Revenue Division) issued S.R.O. 1098 (1)/2011 on 16th December, 2011. The notification said "In exercise of the powers conferred by sub-section (5) of section 18 of the Customs Act, 1969 (IV of 1969), the Federal Government is pleased to direct that the following further amendment shall be made in its Notification No. S.R.O. 693(1)/2006, dated the 1st July, 2006, namely:-

In the aforesaid Notification, after the TABLE, the following proviso shall be added, namely,-

"Provided that in line with Auto Industry Investment Policy (AIIP) of the Auto Industry Development Programme (AIDP) approved by the Economic Coordination Committee (ECC) of the Cabinet in Case NO. ECC-168/13/2007 dated 13.11.2007, the additional customs-duty leviable under this notification shall not be charged on sub-components and components, imported in any kit form by an assembler or manufacturer declared to be a new entrant by the Engineering Development Board (EDB) for the vehicles specified in the said Table for a period of three years from the start of assembly or manufacturing of respective vehicles, subject to following conditions, namely:-

(i) The new entrant assembler or manufacturers shall chalk out a plan for progressive manufacturing of the vehicles spreading over a maximum period of three years within which he shall catch up with the localization or indigenization level of respective vehicles, as approved by Auto Industry Development Committee (AIDC) of the EDB;

(ii) The continued non-levy of said additional customs-duty shall be contingent upon the achievement of progressive annual indigenization as determined by AIDC of the EDB. In case of any material deviation by the new entrant, the AIDC shall determine the stoppage or withdrawal of the incentive of non-levy of said additional customs-duty, allowed as such, retrospectively;

(iii) The new entrant shall abide by all the terms and conditions laid down in the separate notifications issued by the Ministry of Industries and FBR for assembly or manufacturing of the said vehicles under Auto Industry Development Programme (AIDP) and Tariff Based System (TBS);

(iv) The additional customs duty shall be levied on the sub-components and components which become indigenized by the New Entrant assembler or manufacturers, in accordance with the said plan for progressive manufacturing; and

(v) The term 'new entrant' shall bear the same meaning as declared or notified by the Ministry of Industries."

Unemployment and the root cause

Pakistan's estimated population in 2011 is over 187 million making it the world's sixth most-populous country, behind Brazil and ahead of Bangladesh. During 1950-2011, Pakistan's urban population expanded over sevenfold, while the total population increased by over fourfold. In the past, the country's population had a relatively high growth rate that has, however, been moderated by declining fertility and birth rates. The population growth rate now stands at 1.6%

Dramatic social changes have led to rapid urbanization and the emergence of mega cities. During 1990-2003, Pakistan sustained its historical lead as the second most urbanized nation in South Asia with city dwellers making up 36% of its population. Furthermore, 50% of Pakistanis now reside in towns of 5,000 people or more. Pakistan has a multicultural and multi-ethnic society and hosts one of the largest refugee populations in the world as well as a young population.

The worst power shortage and load shedding in response hit the country. The power requirement of country in these days is about 16500 Mega Watts (MW) but the production is down to all time low in recent times, which is just 7500 MW. In response the electricity load shedding of hours is being observed all over the country. It has increased unemployment rate in all sectors of trade and industry.

Most effected in recent times are the business people and industries, which are all, shut down due to power outages. Common people who rely on power for their living are most affected and furious, hence loads of people have hit the roads once again to remind the current government of Pakistan Peoples Party (PPP) about their unfulfilled promises of putting an end to electricity load shedding. The situation is worse than before, in past this country had been producing more than 14000 MW of power but now this capability is down to just 7500 MW. Recently, four of power plants, which run on oil, were reportedly idle due to stoppage of fuel provision.

This power situation is affecting the whole country and people all over Pakistan, which include cities like Lahore, Gujranwala, Faisalabad, Karachi and many more have hit the roads. Instead of understanding the misery they are going through, protesters met with power and police force was used against protesters. Many protesters were beat down by the police using sticks especially in Lahore.

The point is weather still Pakistan will be given with the solution to their power needs or people will still have to live in darkness in this country in 21st century. Pakistan has got loads of natural resources, Cole is just one example, plus this country is Nuclear Power. Production of required power and much more must not be an issue of this country but the issues have to be seriously picked up by a worthy and caring administration. Current PPP administration seems to be failed till now in that. They have less time left to make things happen and give the people of Pakistan what they deserve.

Pak Rupee further depreciated against US dollar and other currencies recently. Against dollar it reached as high as 89 Rupees per dollar. In current financial year which apparently just barely started, rupee have deteriorated 3% as compared to its worth at start of year. This clearly shows the worsening economy and loss of control of current government on economy of country. In era of Pakistan Peoples Party in government economy and rupee have only seen down fall. As before current government dollar against rupee had just risen 20 Rs per dollar in more than 10 years but since Pakistan Peoples party took charge, due to mismanagement rupee had dramatically lost its worth in just 2.5 years and dollar have risen 29 Rs against the rupee. Dollar has been stable all along on constant worth but it was the rupee, which kept losing its worth.

If the basic problems of people like electricity and gas load shedding and few others are coped with, industry will again be able to run and economy may be back to positive track. Apparently yet no solid measures have been taken by current government to resolve the general public's problems like electricity/gas load shedding as well as the health, education and employment. Deteriorating rupee comes with other problems, fuel prices go high as its imported and ultimately it results in increase in inflation and unemployment rate. This is time to take solid measures to put the country's economy back on track.

Test Riding - The GLINT-100

It didn't strike me much when I first saw the GLINT100. I thought poorly of this totally black and 'highlight-less' motorcycle as I had seen many high-class motorcycles before. So, I didn't expect much from it when I learned about that we were going to test riding it.

Lifan has always been producing high performance products, so this GLINT100 is no exception. In terms of its appearance, it has no 'eye-catching' features, but it does strike people as a simple and practical model. Its sectional body represents dynamic and fashion; its jaguar-shaped air deflector looks cool, and can greatly reduce wind resistance at high-speed travel. Its upturned tail adds a touch to its streamlined body, and makes steering easy. Its petrol tank does not look fancy, but is practical with a 12L volume to easily satisfy the need of long-distance travel.

The GLINT100 adopts a vertical 100cc single-cylinder OHC 2-valve engine. This engine is known as the 'king of power' in the industry, so we can imagine its power performance just by hearing this nickname. In terms of its braking performance, its front brake is the dual-pump big disc brake which reduces the braking response time at high-speed travel by 15% to 20% as shown by the test results. So this greatly improves the riding safety. Its superb quality tyres have great grip, accelerating, braking and turning performances.

As mounting the GLINT100, its 810mm high seat is just right to allow a comfortable and stretched riding position. This vehicle doesn't have the electric-start system. This anti-fashion design is acceptable once you get used to not having the electric-start. On one hand, it reduces production cost; on the other hand, it brings back the 'kick-start' experience again. And the engine can always be started just by one kick. Its engine is quiet and agile once it's started; its grunting sound gives us the impression that it's saving up energy for an explosion. It dashes out quickly like a small horse when the first gear is applied with a little twist of its throttle. High torque at low revolution is the advantage of this motorcycle.

It reached 50km/h just after one act of gear shift and acceleration. Such great performance for a 100cc motorcycle is rare. Its maximum speed is 90km/h. Although it didn't quite satisfy me, its performance was good enough to meet the practical needs of consumers. After all, it's not a large displacement street racing bike which is designed for speed.

The performance of its front and rear braking systems show the mature quality of this product. Although it's a brand new motorcycle, the sensitive response of its front brake astonished me. I gave the front brake a slight squeeze at 40km/h, the bike stopped right there. I suggest riders not to apply its front brake too hard. The performance of its rear drum brake was not quite as sensitive but was still good enough. Skilled control over its front and rear brakes will allow you stop whenever and wherever you want to stop.

In terms of its maneuverability, the performance of GLINT100 was good enough. The factory improved the angles of its handlebar, seat and footrests to provide a comfortable riding position. The sense of comfortableness also comes from the vibration of its body. Its vibration can hardly be felt when the vehicle is traveling at a speed lower than 30km/h. The vibration can only be felt when the speed reaches 60km/h. The shock-resistant vehicle frame can effectively reduce the resonance frequency of the frame and engine, and the foamy high density shock-absorbing seat also absorbs some vibration. I didn't have numb legs or arms after the two hours test riding.

Judging from all its performance, it's clear to see that priority is given to its practical features of this GLINT100. The fact that it has no high-end equipments and no fancy appearance doesn't mean that it cannot provide comfortableness for its rider. Motorcycle fans do not have to place high demands on it. You will believe that this is an outstanding and well-designed product once you get to know its practical features.

CIMAMotor 2011 starts on 13 October

On October 13, the tenth China International Motorcycle Trade Exhibition (CIMAMotor 2011) will be held in Chongqing, China. CIMAMotor 2011 has exceeded 40 motorcycle brands, including Honda, Polaris- Victory, Ducati, Augusta, Yamaha and other global brands. Most world famous large-emission motorcycles will exhibit on CIMA 2011.

Ducati has confirmed its exhibition motorcycles. Agusta; the "Ferrari" in motorcycles will attend the CIMA, the exhibition motorcycles will be: Agusta F4 and Brutale; Agusta F4 has 750cc and 1000cc two types, 300 kilometers/hour, sale at about 300,000RMB;

The No. 1 All terrain vehicle Polaris will attend CIMA first time with more than 200-sqm exhibition place, the top Luxury motorcycle Victory will first appear in China market, depending on the large stage of CIMA 2011.

Honda, again together with Yuyang-honda and Honda-sundiro to attend CIMA 2011 with large scale of exhibition place (800-sqm), it will exhibit the new motorcycles with large-emission motorcycles.

Punjab Yellow Cab Scheme delivery schedule

In order to improve public transport and provide job opportunities Punjab Government has once again started the "Yellow Cab Scheme" for educated youth. This time only Suzuki Mehran & Bolan are included in the scheme. All vehicles will have tracking devises fitted.

Over one hundred thousand Matric (or above) pass, having valid driving license applicants from all parts of Punjab participated. Ballot of successful candidates is being held at the district or region level. Successful candidates will also undergo a short course on driving, etiquettes, manners, public dealing and road sense.

A proposal for providing SIM of a mobile phone and creating call centers at city level for linking passengers with drivers is also under consideration & evaluation.

Arrival of these vehicles on roads of Punjab during next 7-8 months will definitely improve traveling facilities in the smaller towns and will sure be a good employment & income source for the educated youth.

Etihad signs Formula 1

Etihad Airways, the national airline of the United Arab Emirates, and the Formula One Group signed an agreement extending the airline's title sponsorship of the Formula 1 Etihad Airways Abu Dhabi Grand Prix for four years, effective through to the 2015 event. Etihad has been title sponsor for the event since the inaugural Formula 1 Etihad Airways Abu Dhabi Grand Prix in 2009. James Hogan, Etihad Airways CEO, and Bernie Ecclestone, Formula One Group CEO, were on hand to pen the multi-million dollar deal.

Hogan said: "This sponsorship extension goes against the current commercial trend of shorter sponsorship terms and demonstrates our long-term commitment to Formula One. We have seen that F1 is a highly effective vehicle, no pun intended, for promoting the values of the Etihad brand and showcasing our home city of Abu Dhabi to a massive global audience.

"The additional four year term also allows us to strengthen our footprint with F1 and leverage our investment in their global platform more strategically. I am thrilled to build on the already excellent relationship with Formula One."

Gold Parts for Motorcycles?

There is a debate going on in automotive sectors with reference to comparison of the values assessed by Customs authorities for Motorcycle parts, Tractor parts and Luxury vehicles. The experts were raising queries whether Motorcycle Parts imported from China were made of gold or platinum? And the Luxury vehicles' and Tractor parts were manufactured by clay or sand? Why there was a vast difference of valuation? Imposition of custom duty and other levies on Luxury vehicles parts was very nominal while on Motorcycle parts it was exorbitant?

With reference to the valuation frauds committed by Customs Authorities and the report published by MOBILE WORLD in July 2011 (Page-11) there were further misappropriations unearthed by reliable sources.

The sources disclosed that in comparison to the fifty-one (51) items long list of Motorcycle parts mentioned as Ruling U/S 25-A No.333, the Directorate General of Customs Valuation had issued only seventeen (17) items list of Tractor parts and components under Section 25-A of Customs Act, Ruling No.345, which was quite amazing. The weight of each item shown by customs authorities in Ruling No.333 was also exaggerated.

On the other hand the same Directorate General Customs issued its Ruling No.329 dated 30-05-2011 under Section 25-A for determination of customs value of "Replacement Auto Parts" for Cars and Luxury Vehicles, imported from China and other countries. This list covers more than 113 vital auto parts of such vehicles but those were displayed under seven (7) different heads only, which was a sign of corruption and maladministration.

Similarly, when we go through the valuation of parts for Cars and Luxury Vehicles fixed by Directorate General of Customs, it was fixed for most of the parts imported from China at the rate of US$ 2.07 per kg except four items which were slightly higher. For example 'Ring Synchronizer' is valued at $4.14 per kg, Spark Plug $4.96 per kg, Fuel Injection Pump Parts $6.90 per kg and Ring Set's value was fixed at $10.35 per kg, which is the highest valued item among all 113 parts list issued by Customs authorities in this regard.

On the other hand the highest valued item in Tractor parts list imported from China was also 'Ring Set' that is fixed at the rate of US$ 3.00 per kg only and the other item was Piston Set which is valued at more than two dollar and its value is fixed at $2.50 per kg while all the remaining fifteen items were valued between $1.50 to 1.70 per kg only.

According to informed sources, all the other Tractor parts not shown in Ruling No.345 are being cleared at the rate of $1.10 per kg with connivance of smugglers and the Customs authorities.

Contrary to this soft corner for Tractors, Cars and other Luxury Vehicles that were pricing in millions of rupees and selling their spare parts in thousands of rupees, the Customs attitude towards Motorcycle was quite pathetic. In the Ruling No.333 dated 07-06-2011 issued for Motorcycle Parts out of total 51 items about a dozen parts were valued in double digit and this value was varying from US$ 10.00 to a maximum of US$ 33.66, which was highest in all categories.

For example Motorcycle Carburetor was valued at the rate of US$ 13.00, CDI Unit $13.54, Rectifier Regulator $10.20, Insulator Carburetor $13.60, Ring Piston Top 2nd Oil $10.00, Spring Clutch Lever $11.00, Valve Inlet $16.42, Oil Through $25.00, Cover Cylinder Head L Side $28.67, Cover Cylinder Head R Side $29.74, and Cover Cylinder Head Top at the rate of US$ 33.66, which were the highest values assessed by customs authorities in all segments of the auto parts importable form China.

Given this detail and by comparison of the values assessed by Customs authorities for Motorcycle parts which is a poor man's ride, Tractor parts a Landlords' tool and Luxury Vehicles the pride of Privileged Class, one could raise a query whether Motorcycle Parts were made of gold or platinum? While the Luxury vehicles' parts were manufactured by clay or sand? Why there was such a vast difference of valuation, imposition of custom duty and other levies on Tractors and Luxury vehicles very nominal and on Motorcycle parts it was exorbitant?

1. The engines produce its minimum power for optimum vehicle operation.

2. The fuel consumption is optimized, giving more mileage in terms of kilometers to the litre.

3. The engine pick up is enhanced considerably giving quick response to acceleration especially in tight spots.

4. Reduces smoke and exhaust emissions.

5. Reduces the maintenance cost and enhances the service life of the engine.

The customers appreciated this gesture on the part of the company and were convinced of the fact that a well tuned engine was not only beneficial to them in terms of cost saving but they were also doing favors to the community, the country and the world at large.

Through this gesture on the part of Al-Haj FAW Motors, this was a message on World Environment Day to all the owners and operators of motor vehicles to keep the engines of their vehicles well tuned.

It may be mentioned here that World Environment Day is celebrated on fifth of June every year across the globe. Likewise in Pakistan also various types of programs are conducted to create awareness about pollution of the environment and its impact on our daily life. With special reference to motor vehicles the masses are made aware of the harmful effect of exhaust emissions and smoke emitting vehicles resulting in depletion of the ozone layer causing global warming.

Customs Fraud Hits Motorcycle Industry Local Assemblers unable to reduce prices

Custom House Karachi through its Ruling U/S 25-A No. 310 dated 30-04-2011 issued Customs (C&F) values for Aluminum Alloy Wheel and Wheel Rims of all vehicles at the rate of US$ 3.38/Kg for China origin and US$ 4.00/Kg for all other origin. Similarly value for the Wheel Rim (other than alloy) of all the vehicles imported from China was fixed at US$ 0.43/Kg or less than half dollar per Kg. for all other origin too

Rampant corruption in Custom Department has made the life of local assemblers of Motorcycle Industry miserable that has badly affected not only the national exchequer but general buyers of Motorcycle Industry in the country.

According to details the Directorate General of Customs Valuation, Custom House Karachi through its Ruling U/S 25-A No. 310 dated 30-04-2011 issued Customs (C&F) values for Aluminum Alloy Wheel and Wheel Rims of all vehicles at the rate of US$ 3.38/Kg for China origin and US$ 4.00/Kg for all other origin. Similarly value for the Wheel Rim (other than alloy) of all the vehicles imported from China was fixed at US$ 0.43/Kg or less than half dollar per Kg. for all other origin too.

Earlier, the Directorate General of Customs Valuation, through its ruling No.296 dated 11-03-2011 U/S 25-A announced to fix the value of High Tensile screw & Bolts (whether with or without Nuts and Washers) imported from China at the rate of US$ 1.1/Kg.

Similarly, on 23-06-2011 under ruling No.345, the value for about 17 different Tractor Parts and Components of Chinese origin was determined between US$ 1.50 to 3.00/Kg. The list of these parts included Piston set valued at $2.5/Kg and Ring set @ $3.00/Kg while the value of all remaining parts including Cylinders, Cylinder Blocks, Cylinder Heads, Liners, Connecting Rods, Rear End Housing, Fuel & Oil Pumps, Gear Sets, Gaskets & Joints, and Crank Shaft Assembly etc was ranged from $1.50 to 1.70/Kg only.

In contrast to above all, the same Directorate General of Customs Valuation, Custom House Karachi issued its Ruling No.333 on 07-06-2011, which determined the Customs Value of Motorcycle Parts and Components of Chinese Origin amazingly at the highest side. For example the Aluminum Crank Case (R) valued @ US$ 5.45/Kg and Crank Case (L) at $5.87/Kg, Carburetor valued $13.00/Kg and CDI Unit $13.54/Kg. Similarly, Crank Case Covers of left and right again made of aluminum were fixed at the rate of $5.45 and $5.15/Kg respectively.

In addition to this, Rectifier Regulator was valued at $10.20/Kg, Insulator Carburetor $13.60/Kg, Spark Plug $6.61/Kg, Ring Piston Top $10.00/Kg, Spring Clutch Lever $11.00/Kg, Valve Inlet $16.42, Oil Through $25.00, Cover Cylinder Head right side $29.74, and Cover Cylinder Head Top $33.66/Kg etc.

Muhammad Sabir Shaikh, Chairman Association of Pakistan Motorcycle Assemblers (APMA), commenting on this situation said that Suzuki motorcycle has reduced prices of all its models and variants and the other two brands, Honda and Yamaha, were also in line to announce new reduced prices. But on the other hand assemblers of Chinese bikes are unable to do so due to high handedness of customs authorities and malfunctioning by FBR just to target the local Motorcycle industry which is the cheapest means of transportation for general public.

Instead, he said that Assemblers were considering increasing the prices of Chinese motorbikes, but hesitant to do so because of depressed market conditions. The prices of Chinese bikes will be increased gradually in coming months, he warned. Just because Assemblers are not in a position to absorb the increased costs while new ruling of Customs has aggravated the situation. They have no other choice except passing the increased cost pressure to the consumers.

Sabir said though government had announced reduction in General Sales Tax (GST) and removal of the Special Excise Duty (SED), the Pakistani assemblers affiliated with Chinese companies have not revised prices of their products due to latest ruling for Determination of Customs Value of Motorcycle Parts and Components of Chinese Origin, under section 25A of the Custom Act, 1969. The new ruling has made the Chinese parts very much costlier.

The higher valuation ruling was issued by Federal Board of Revenue (FBR) on motorcycle parts imported from China just to stop assembly of low cost Chinese-cum-Pakistani motorcycles. In result, the cost has increased by up to Rs1700 to Rs2000. So the local assemblers are not in a position to reduce prices, Shaikh added.

It may be mentioned here that local motorcycle assemblers had also decided to reduce prices, a few days after local car manufacturers cut prices to pass on the benefit of taxation changes introduced by government in the budget.

Pak Suzuki Motor Company had reduced prices of various variants of its Suzuki Motorcycle with effect from July 1. The reduction in the prices followed cut in General Sales Tax (GST) by one percent and abolition of Special Excise Duty (SED), which was collected at the rate of 2.5 percent.

However, Chinese origin motorcycle manufacturers have not reduced the prices. Suzuki Motorcycle has affected price cuts of Rs1900 to Rs2100. Suzuki Motorcycle Shogun price had fallen by Rs1,900 and the new retail price is Rs74,500. Suzuki Shogun motorcycle price was cut by Rs1,900 and the new price is Rs79,500. Suzuki Sprinter is now priced at Rs71,000 after a drop of Rs1,900. Sprinter ECO is available at Rs67,500 after price decrease of Rs1,900. GS125 price has been reduced by Rs2,100 and the new price is Rs82,500. GS150 is available at Rs88,500 after a reduction of Rs2,100.

Punjab E&T dodges Bike Makers

APMA through its complaint had pointed out that on 11-06-2011 the DG E&T Punjab released only one company order/permission after many months while more than 20 other Manufacturers' cases were still pending with him. But on the other hand DG E&T in his letter has shown ignorance of the 20 Manufacturers' cases majority of which belongs to Karachi or other parts of Sindh province

The Director General E&T, Punjab, the EDB and PSQCA for their ulterior motives have made the Chinese Bike Assemblers rolling stone.

This was discovered from a reply of the Director General E&T, Punjab to APMA in response to their letter addressed to Chief Minister Punjab (published by MOBILE WORLD June 2011) against maladministration by DG E&T and urging him to restore the process of registration of their member vehicles in Punjab.

In his reply dated 20th July 2011, the DG E&T Punjab informed the Association of Pakistan Motorcycle Assemblers (APMA) that: "In order to streamline the process of verification, this office has already taken up the matter with Dr. Muhammad Zubair, GM (Tariff) EDB, Islamabad over telephone dated 08.07.2011 as well as vide this office letter No. 1-3/EDB/Tax-I dated 08.07.2011 regarding on-line intimation of issuance of EDB certificates, however, response from EDB is awaited. This office assures prompt disposal of all cases as per policy/instructions and completion of codal formalities."

The DG E&T further stated that there is no delay on the part of this office as this office grants permission for registration of different brands of two wheeler as well as three wheeler auto vehicles after getting verification of Certificate and CM Licence issued by the Engineering Development Board (EDB) and Pakistan Standard Quality Control Authority (PSQCA) respectively.

However, in case of three wheeler vehicles, permission from Punjab Provincial Transport Authority is also required.

He added that this procedure is strictly followed after one of the manufacturers i.e. M/s Prime Punjab, Lahore, got CM Licence from PSQCA as well as permission letter from PTA on the basis of a bogus/made up Certificate of EDB. This office after getting verification of CM Licence from PSQCA also issued permission for registration of auto vehicles manufactured by M/s Prime Punjab.

However, later on it was detected that CM Licence as well as permission from PTA were issued from the respective departments on presentation of a bogus certificate of EDB by M/s Prime Punjab. Accordingly, registration of all brands of Prime Punjab was stopped immediately.

He further said; As far as issuance of short time permission is concerned, it is submitted that this office grants permission up to the validity period of permission granted by the PTA, PSQCA or EDB, whichever is earlier.

Normally PTA grants permission in respect of three wheelers for three month only, whereas EDB grants permission up to 30th of June and PSQCA issues CM Licence on case to case basis.

It may be appropriate if the matter is taken up by APMA with the respective bodies to stop practice of issuing interim and short-term permission and instead long term/regular permission may be granted. This will not only facilitate the genuine manufacturers, but will also reduce the volume of work of this office.

The DG E&T Punjab concluded that this office is very conscious regarding issuance of permission in respect of 2-3 wheeler vehicles.

Although no specific name of the manufacturer, company/brand has been pointed out in your e-mails on the above subject, for which such permission, stated is pending in this office, however, please feel free to point out reference submitted by any of the manufacturer, which is pending in this office.

We are ready to support and respond to the request made by each manufacturer of auto vehicles.

FIA unearths M/v Insurance Fraud

For such fake/fictitious/fabricated 3rd Party Motor Insurance the said culprits are using several types of printed stationery in the name of M/s The Asian Mutual Insurance Company and other Insurance companies, while the stationery got printed at their own by said culprits in the name of insurance companies in fraudulent manners

The Federal Investigation Agency (FIA), Crime Circle have registered a case against M/s Shahid Auto Exchange, Saddar, Karachi, under section 420/468/471/109/34 PPC for fake and fictitious Motor Insurance frauds.

According to details of the FIR, accused Shahid alias Paapri owner of M/s Shahid Auto Exchange and others by way of fake/fictitious 3rd party Motor Insurance in the name of innocent people on the basis of fake/ forged Insurance company documents were found indulged in illegal and unauthorized Insurance business and causing loss to Insurance Companies, the public as well as the government exchequer and thereby committed the offences of fraud and forgery punishable U/S.420/468/471/109/34 PPC.

As per complaint from Mr. Tahir Mahmood General Manager (Marketing) of M/s The Asian Mutual Insurance Company (Guarantee) Ltd., (Incorporated in Pakistan) office address: 18 Karim Plaza, Near Civic Centre, Gulshan-e-Iqbal, Karachi bearing his No. Ref: AMI/06-04/11 dated 8th April, 2011 against one Shahid alias Paapri M/s Shahid Auto Exchange reportedly being impersonating as their Insurance Representative and fraudulently/ deceitfully doing the 3rd Party Motor Insurance by managing fake/ forged policy documents of complainant's Insurance Company.

For such 3rd Party Motor Insurance the accused Shahid alias Paapri had issued Insurance Receipt No.8492 of "M/s Asian Mutual Insurance Company (Guarantee) Limited" in respect of 3rd party insurance policy in the name of one Muhammad Waseem Shaikh for his Motorcycle Super Power Engine # 4411886 chassis # 0462828 and other documents viz. Schedule, 3rd party Insurance Policy without any number (blank), letter dated 14.10.2010 purportedly issued by M/s The Asian Mutual Insurance Company (Guarantee) Limited, Lahore for Insurance Policy No.SA/2010/0377 in the name of Waseem.

Besides, the said accused had also issued another Insurance Policy No.SA/2010/0293 in the name of Ghani Muhammad s/o Habibur Rehman CNIC # 42401-2915653-3 in respect of his Motorcycle make Super Power Engine # 0382880 Chassis # 0433738 for the period from 04.10.2010 to 03.10.2011 in the name of M/s The Asian Mutual Insurance Company (Guarantee) Limited, Lahore for 3rd party Insurance.

However, an incident was occurred and in this respect Muhammad Waseem had lodged FIR No.1305/2010 dated 21.12.2010 regarding snatching of his Motorcycle at P.S. Preedy, Saddar Town, Karachi and the accused Shahid alias Paapri on account of so called claim of Motorcycle had issued a cheque No.92896 dated 15.03.2011 titled Waseem Shaikh for Rs33,000/- from his personal account # 0194-1001959103 maintained in the name of M/s Shahid Auto Exchange at Bank AI-Falah Limited, Nagan Chowrangi Branch, Karachi.

The complainant had also confirmed that alleged M/s Shahid Auto Exchange was never authorized nor the said firm was the representative/ agent of complainant's Insurance Company, but indulged in illegal/ unauthorized business of Insurance without their consent/ knowledge.
Another enquiry No.48/2011 dated 13.04.2011 of FIA, Crime Circle, Karachi initiated on a written complaint from Mr. Mujeebuddin of Accident Welfare Foundation of Pakistan Karachi under the orders of competent authority/ Director FIA, Sindh, Karachi vide his letter No.FIA/KZ/COMPT/CCK-29/2011/B-8345 dated 12.04.2011, it was transpired that some culprits/ so called agents of the Insurance companies were indulged in issuance of 3rd Party Motor Insurance to the innocent persons.

Such third Party Motor Insurance/ Insurance Policy and Certificate is required to be issued by an authorized Insurer/ Insurance company in favour of a Motor Vehicle in pursuance of the Motor Vehicle Act-1939 in order to cover the risk of death, bodily injury or loss of property of third party, duly registered with (SECP) Securities & Exchange Commission of Pakistan (Insurance Division). In case of any agreed incident/ accident, the claim is to lodge by the insured/ owner of the vehicle, on the basis of said policy.

After due process the insurance company is bound to pay the claim amount to the concerned third party/Policy holder. Allegedly some culprits by imposing themselves as agents of Insurance companies are indulged in issuance of fictitious/ counterfeit Insurance Certificates/Policies without proper policy, receipt and stamp duty, while some are short of Stamp Duty. Some culprits purportedly the agents of insurance companies which were closed/ ceased are also indulged in such illegal/unauthorized business of 3rd Party Motor Insurance in the market. For such fake/fictitious/fabricated 3rd Party Motor Insurance the said culprits are using several types of printed stationery in the name of M/s The Asian Mutual Insurance Company and other Insurance companies, while the stationery got printed at their own by said culprits in the name of insurance companies in fraudulent manners.

PSQCA Emission Limits in Road Vehicles

Pakistan Standards & Quality Control Authority (PSQCA) has called a meeting of stakeholders in Karachi on 30th June 2011 to consider DPSS for Emission Limits in Road Vehicles.

According to informed sources the Technical Committee of the authority had prepared a draft for "Prime Movers" that was approved and endorsed by the National Standards Committee of Mechanical Engineering Division. While preparing this standard the views of manufacturers, technologists, consumers and regulatory authorities were taken into consideration.

This standard is intended mainly to cover the technical provisions relating to emission limits from the vehicles operating/ working at different stages and emitting air pollution in the atmosphere and it does not cover the fuel quality consumed during operation of vehicle.

According to spokesman of PSQCA, in order to keep abreast with the progress of trade and industry, Pakistan Standards are revised periodically. Suggestions from all stakeholders are welcomed and will be placed before the committee for consideration at the time of revision. In preparing this standard assistance has been derived from M/s Automotive Corporation of Pakistan (A.C.P), Bureau of Indian Standards (B.I.S.), European Emission Standards, and Environmental Protection of Agency (E.P.A.). Emissions from new and in use vehicles are controlled through standards. Generally for the protection of human health and environment, emission standards for vehicles are fixed at different parameters like Carbon Monoxide (CO), Hydrocarbon (HC), Nitrogen Oxide (Nitrates/ NOx), Smoke and Particulate Matter (PM) which are emitted from vehicles. Because of the growing vehicle population and high emission rates from the vehicles, serious air pollution problem in the urban areas is emerging out. The majority of countries in Asia have adopted the Euro Emission Standards for new gasoline and diesel vehicles. It is therefore, necessary to establish the exhaust standard both for new and in use motor vehicles and bring them at par with the standard of the countries of this region. The applicable emission standards are as under:

« Emission limits for 2-Wheelers g/km (grams per kilometer).

« Emission limits for 3-Wheelers (g/km).

« Emission limits for 4-Wheelers (g/km).

« Emission limits for Diesel Cars (g/km).

« Emission limits for Diesel Vehicles (g/km) (GVW up to 3.5 Tons).

« Emission limits for Diesel Vehicles (g/km) (GVW > 3.5 Tons).

« Emission Standards for CNG/LPG Vehicles.

New Ruling for Motorcycle parts

The Directorate General of Customs Valuation, Custom House Karachi, Government of Pakistan, has issued its latest determination of customs value of motorcycle parts and components of Chinese origin, Under Section 25A of the customs act. 1969.

The Ruling U/S 25-A No. 333 No.Reg./Misc/31/2007- VIIA/1587 dated 07-06-2011 issued by Director, Muhammad Tahir states that the customs value determined under this Valuation Ruling shall be applicable customs value for assessment of the relevant goods until and unless revised or rescinded by the competent authority.

It is applicable by all the Collectors of Customs, Model Customs Collectorates (Appraisement/ PACCS/ Port Muhammad Bin Qasim/ Preventive), Karachi/ Lahore/ Sambrial (Sialkot)/ Faisalabad/ Multan/ Islamabad/ Hyderabad/ Quetta/ and Peshawar.

Revision petition/ Review application against this valuation ruling may be filed before the Director-General of Valuation under Section 25D of the Customs Act, 1969, within thirty (30) days from the date of issuance of this ruling.

As explained by Director, Muhammad Tahir; consequent upon issuance of Valuation Ruling No. 307, dated 26-03-2011, M/s Ahmad Automobiles Co; and Pakistan Association of Automotive Parts and Accessories Manufacturers (PAAPAM) made representations, for revision of the ruling, on the grounds that it was discriminatory and included parts and components of OEMs brand only, and that parts and components imported by the commercial importers were not covered under the ruling.

Accordingly, in order to include the unbranded parts and components in the ruling, the stakeholders were invited for meeting to take their input, on 07-05-2011, which was attended by representatives of OEMs, commercial importers, members of Pakistan Automotive Manufacturers Association (PAMA) and the complainants who furnished documents in support of their viewpoints. Representative of KCCI also participated in the meeting. Resultantly, an exercise was undertaken to determine the values of Motor Cycle parts and components of China Origin.

Physical import data of Motor Cycle parts of Chinese origin was also examined under Section 25(5) & (6) of the Customs Act, 1969, and observed that it could not be relied upon due to various distortions in the declared unit of measurement (UOM). Hence, the weight of each parts of motorcycle item was taken as benchmark for determination of value in Kilogram (KG), as UOM in the Pakistan Customs Tariff is in KG.

This mechanism was also adopted during market survey i.e. values were obtained in pieces and converted into KG to arrive at fair value.

Moreover, by following the valuation methods in sequence, it was felt that deductive value method under sub-section (7) of Section 25 of the Customs Act, 1969, could not be relied upon as the goods available in the market reflected the under invoiced values at import stage. Computed value method, as envisaged under sub-section (8) of Section 25 of the Act, also could not be applied, as the cost of raw materials and fabrication charges under clause (a) and amount of profit and general expenses under clause (b) of Section 25 (8) of the Act, in the country of export, could not be ascertained.

Meanwhile, representations were received from M/s Ahmad Automobiles Co; and Pakistan Automotive Manufacturers Association (PAMA), for correction of some typographical mistakes in the weight of certain Motor Cycle parts/ components, as adopted in the earlier Valuation Ruling No. 307, dated 26-03-2011, relating to OEMs brand parts/ components.

Their contention was examined and found correct. Accordingly, errors and commission were removed and values of Motor Cycle parts/ components of China Origin were determined under fall back method as envisaged under Section 25 (9) of the Customs Act, 1969 and the values so determined, for OEMs brands and commercial brands were duly indicated in column (5) and (6) respectively, in the Table below.

The instant Valuation Ruling supersedes the earlier Valuation Ruling No. 307, dated 26-03-2011 whereby customs values of OEMs brands of various Motor Cycle parts were determined.

EDB targets 2/3 wheeler

The Engineering Development Board (EDB) has advised all the Provincial Secretaries (Excise & Taxation) including AJK and Federal Govt. Islamabad to provide company wise & brand wise data of 2/3 wheelers registered during 2009-10 & 2010-11, in accordance with its format.

Dr. Muhammad Zubair, General Manager (Tariff) EDB in his letter No. EDB/TBS-II/11 dated April 21, 2011 stated that OEMs of vehicles are allocated a quota of CKD kits for imports under concessionary regime for the assembly of vehicles during a year based on the production of previous year; and at the end of each fiscal year, the OEMs are required under the SRO, 656(1)12006 to submit the records of inputs used for the assembly/ production of vehicles during, preceding year.

"It has been noted that certain OEMs of 2/3 wheelers procure components from illegal sources and misreport production/ sales of 2/3 wheelers. Further, vehicles (2/3 wheelers) having the engine & chassis numbers are being registered under duplicate numbers in different cities. It has also been reported that certain unscrupulous assemblers have been found involved in getting their products registered with provincial registration authorities against invalid/ bogus manufacturing certificates, purportedly issued by EDB. This malpractice is not only affecting the genuine assemblers of 2/3 wheelers, but also defeating the regulator regime and depriving national exchequer of its legitimate share," the General Manager alleged.

He added that in order to put an end to illegal assembly/ manufacture of vehicles and consequent loss to the exchequer, EDB has established a database to maintain & reconcile the data of production & sales of 2/3 wheelers to ensure proper payment of taxes & duties chargeable thereon. To enable the Engineering Development Board to accomplish the aforesaid task of national importance & interest, assistance from the provincial registration authorities is solicited. It is accordingly requested to kindly provide the company and brand-wise data concerning the 2/3 wheelers registered during the year 2009-10 and 2010-11 (up to March 31st 2011), on the enclosed format, Dr. Zubair concluded.

Copies of this letter were also addressed to; the Member (Inland Revenue) Federal Board of Revenue, Islamabad, and Chairman, Pakistan Automotive Manufacturers' Association (PAMA), Karachi.

It may be mentioned here that various complaints regarding misuse of the EDB facilities as explained above were already on record with FIA and the Customs Department against local Car, Trucks and Tractor Assemblers but amazingly the EDB authorities had never bothered to initiate any such inquiries or called for collection of data about 4-wheelers, which smears discrimination against 2/3 Wheelers.

APMA approaches CM Punjab against maladministration by DG E&T

The Association of Pakistan Motorcycle Assemblers has approached the Chief Minister of Punjab against negative attitude of Director General Excise and Taxation who was abusing his powers by using delay tactics for issuance of Registration Permission to assemblers in the province of Punjab.

Secretary APMA in his letter to CM said "we are working all over Pakistan and producing 'Made in Pakistan' good quality Motorcycles to poor masses of the country. We are Pakistan's own manufacturers and since last Ten Years we didn't have any Govt. support. The Director General Excise and Taxation Punjab is using his powers in negative ways to delay our members' cases for the issuance of Motorcycle Registration Permission in the province of Punjab, while no other province was doing like the respectable DG of Punjab is doing with us."

Kindly help us to solve our problems by asking DG Punjab to release our cases especially of Sindh Based Firms. On 11-06-2011 he released only one Company order/ permission after many months and more than 20 units/ manufacturers' cases were still pending. He was also mis-using the law by issuing short time permission again and again in a year and many assemblers were unhappy, the Secretary added.

Heavy vehicles to cost more

The withdrawal of zero-rated exemption from commercial vehicles (trucks, diesel and CNG buses) is bound to make vehicles costlier. An official in Hinopak Motor Company (HML) said the prices of truck chassis and complete bus hover between Rs1.6 million to Rs8 million and these vehicles will become costlier by Rs300,000 to Rs1.3 million due to imposition of 16 percent general sales tax.

In only one category the government was charging 17 percent sales tax and 2.5 percent federal excise duty on buses of less than 40 persons' seating capacity. From July 1, 2011, the rate of GST will be 16 percent but there will be no FED on this segment, thus bringing some relief in prices.

In the last one year the overall price increase in commercial vehicles segment was 10-14 percent due to rupee yen parity, hike in steel prices, rising material cost and high general inflation that resulted in higher cost of production. HML deputy general manager sales and business development Shahab Anwar, in a statement, said the imposition of GST on commercial vehicles would badly hit commercial automobile industry, which is already in declining phase.

The zero-rating facility extended to the commercial automobile sector in 2006 was of strategic importance for modernization of trucking industry to cope with the transportation needs of the country. He said this policy in the past had witnessed a drastic change in the transportation trends as new and heavy prime movers were now seen on the Pakistani roads. This also helped to reduce the adverse overloading phenomenon.

The new tax measures will directly hit the automobile industry and unemployment will rise in the principals as well as the vendors' areas. The decision will also have a direct inflationary effect as high transportation cost would result in general price hike and consumers will be affected. The commuters will also suffer with high fares of buses. He said it looked strange that the government was trying to meet its revenue target from the heavy vehicle industry, whose yearly sales hover between 4,000-5,000 units. Shahab said prior to the new budget the government also allowed import of second-hand vehicles which was already impacting commercial vehicles industry operating at 50 percent capacity. It will have a negative impact on overall industry as new investment may not be encouraged.

There has been a difference of opinion among the experts regarding impact of the nine newly included items into the General Sales Tax (GST) net on the life of a common man. Former Federal Minister for Finance Dr Hafeez A Pasha said that the newly included nine items into the GST net would not affect the common man while Dr Pervez Tahir, former Chief Economist of Planning Commission of Pakistan, said these things would certainly affect the common man.

The government in this budget has imposed tax on CNG kits, CNG buses, agricultural machinery, aircraft and its spare parts, ships, ambulance equipments, ultrasound gel, surgical tapes and computer software. The government on the other side has reduced GST rate from 17% to 16% and introduced three new rates in the GST i.e. 0%, 5% and 16%.

Dr Hafeez A Pasha said that government has to generate its revenue. Reduction in the GST rate would have good affect for the poor people. Regarding GST on CNG kits and buses, Pasha said that the consumption of CNG must be discouraged.

Dr Pervez Tahir responded quite contrary to the opinion of Dr Pasha. He said the implementation of GST on the above said products would certainly affect the common man.

Punjab suspends registration of Dongfeng, Chevrolet Joy Car, Laser and Shaheen Star Motorcycles

The Engineering Development Board has suspended the Assembling/ Manufacturing certificate and lists of importable components of M/s Sind Engineering (Pvt) Ltd. Karachi and others.

While the Director General Excise & Taxation, Punjab has stopped registration of Dong Feng trucks and buses, Chevrolet Joy Car, Laser and Shaheen Star Motorcycles.

In a directive issued on May 4, 2011, to all Directors Excise & Taxation in the Punjab the Director General referred a letter from G.M (Tariff), Engineering Development Board, Government of Pakistan on the subject to circulate the same to all Motor Registering Authorities working under their jurisdiction, with the direction to stop registration of vehicles of M/s Sind Engineering (Pvt) Ltd., Karachi with the brand name of "Dong Feng EQ-1032 Truck 1.8 Tons", "Dong Feng EQ-1032 Bus", "Dong Feng EQ-1061 Truck 4.6 Tons" and "Dong Feng EQ-1061 Bus"immediately.

A similar order was issued to stop registration of vehicles of M/s Nexus Automotive (Pvt) Ltd., Karachi with the brand name of"Chevrolet Joy Car" 1000cc, M150, 1.0L, Model SE immediately.

It may be mentioned here that earlier on January 25, 2011; DG E&T Punjab had stopped registration of vehicles of M/s A.B Engineering (Pvt) Ltd., Karachi with the brand name of "Laser"70cc Motorcycle immediately. While on January 31 it had stopped registration of vehicles of M/s Shaheen Star Auto Industries, Multan, with the brand name of "Shaheen Star" 70cc Motorcycle with immediate effect.

APMA protests Suspension of Assemblers

The Association of Pakistan Motorcycle Assemblers (APMA) has strongly protested against suspension of various motorcycle assemblers by EDB (MOBILE WORLD April 2011 page-11) and urged the Board to approve importable lists/ allocation of quota for all assemblers in the first week of every financial year.

Muhammad Sabir Shaikh, Chairman APMA talking to MOBILE WORLD said if EDB starts this practice every assembler will import their CKD through PRAL as per Board's requirement. He urged the EDB to withdraw suspension letters and direct the PRAL not to block their import and allow clearance of the items importable according to law and also send the copy of withdrawal letters to PSQCA for issuance of our member licenses.

Earlier, in his letter addressed to Dr. Muhammad Zubair, General Manager (Tariff), Engineering Development Board dated 12th April, 2011 the APMA Chairman invited his attention towards letters bearing No. EDB/TBS-II/11 in the month of January and February 2011 to many assemblers/ members of the association, whereby Board had suspended the certificates under SRO 656/2006.

He said it was alleged that many of our members were not directly importing the CKD parts and taking input from the commercial importers for the assembly of motorcycles. "This is clear allegation on your part without any basis," Sabir Shaikh said.

"Our members have already placed many letters to your department for issuance of production certificates including importable lists/ allocation of quota for the year 2010-11 valid up to 30-06-2011, but you neither responded the said letters not corrected the said certificates. In result you issued letters to many assemblers suspending their certificates on the basis of non submission of documents/ lists. Due to suspension letters issued by you the PSQCA stopped renewal of our licenses since last 5 months," Sabir disclosed.

"It may please be appreciated that SRO No. 656/2006 was amendment on 11-06-2008. According to this SRO the assembler or the manufacturer shall directly import the components as per the duly approved list for import to all assemblers every year. But your office not issued approved importable lists at the first week of every financial year. Instead, your staff approved our lists at the end of the year, while next year EDB starts demanding input records from the assemblers as per approved importable lists. How it is possible? Because EDB approved lists provided in the end of financial year and the assemblers are importing parts during the financial year, before issuance of approved importable lists. Due to non-issuance of lists within the time reckoned, this discrepancy arose, which is a violation on the part of EDB, the manager tariff, DGM Tariff, and the GM tariff for which we cannot be panelized. These facts were brought to your kind notice verbally and written as well, but having no fruitful result," Chairman APMA stated.

He further added that the situation mentioned above is alarming and your department is not issuing the import list at the beginning of the financial year. You issue the lists as and when it is desired by you, for the reasons best known to you. How a person can import the items as provided in belated list is a common question to be answered by your good-self.

It may also be appreciated he said that according to revalidation certificates up to 30-09-2010 the first quarter of financial year, we are fulfilling all the conditions as enumerated in Para 2 & 3 of the certificate and nowhere any violation has been pointed out and penalty clause exist in the certificate as well. Under these circumstances the suspension letters issued is without any jurisdiction and smells malafide intention by your department, Shaikh alleged.

"As per information from your office you are issuing importable lists/ allocation of quota under Inter-Department Technical Committee (IDTC) which is created by EDB and manager tariff, DGM Tariff, GM Tariff and GM Policy of EDB are the member of this committee. It means that your Committee is deciding for the issuance of importable lists/ quota to assemblers and you people are the member of this Committee. Please don't make jokes with assemblers and facilitate them, don't destroy the small & medium motorcycle industry of the country," Muhammad Sabir Shaikh appealed.

He once again reminded; "As you know all over the year our many members always continuously approaching your office for the issuance of importable lists/ allocation of quota but your office does not issue approved importable and not allocating quota for the import through PRAL."

"We request you to please approve importable lists/ allocation of quota for all assemblers in the first week of every financial year if you start this practice every assembler will import their CKD through PRAL as per your requirement. We also request you to withdraw the suspension letters and direct the PRAL not to block import and allow clearance of the items importable according to law and also send the copy of withdrawal letters to PSQCA for the issuance of licenses to our members," Muhammad Sabir Shaikh, Chairman APMA concluded.

APMA files Review Application with DG Customs Valuation

The Association of Pakistan Motorcycle Assemblers (APMA) has urged Director General of Customs Valuation Karachi to declare the act of valuation department illegal which was issued on 26.03.2011 in terms of section 25A of the Customs Act 1969 and set aside, while the values of the applicant are to be determined in terms of section 25(1) of the Customs Act 1969 being true and correct transactional values, release the consignments under section 81of the Act, and direct the Department to assess the goods of the applicant strictly in terms of section 25(1) of the Customs Act 1969.

APMA filed its Review Application against Director of Valuation, Custom House Karachi in terms of Section 25D of the Customs Act 1969 against Valuation Ruling No 307 Dated 26.3.2011 in respect of Motorcycle Parts of Chinese Origin by OEM's (Published by MOBILE WORLD, April 2011 on page 31).

It said the Applicant is aggrieved and dissatisfied with the Valuation Ruling No 307 dated 26.3.2011 issued by the Director of Valuation in terms of section 25A of the Customs Act 1969. That the Applicant is a body of manufacturers of Motorcycles duly certified and approved by the Engineering Development Board (hereinafter referred to as "EDB") having in-house Assembling and Manufacturing facilities under many brands. It is submitted that the members of applicant imports various parts/components/kits for there production and manufacturing from China and is also using local components and parts under Tariff based System introduced by Govt. of Pakistan and EDB in the year 2006.

The members of applicant are situated in many cities of Pakistan and their imported materials are cleared at Karachi Port and many Dry Ports and the values declared were never disputed and were being accepted in terms of section 25(1) of the Customs Act 1969. It is also submitted that previously Valuation Rulings for some of the parts of Motorcycles dated 2.9.2006, 27.9.2006 & 2.2.2007 were in field which were issued on the complaint of Atlas Honda Limited, the Japanese brand manufacturer of motorcycles and a direct adversary and competitor of the applicant members as well as other manufacturers having know-how and expertise from China.

The said Rulings were challenged before the Honorable High Court of Sindh by some of the Importers which were thereafter set aside by the Honorable Court with directions to issue fresh ruling or determination of values in accordance with law. Thereafter another Ruling dated 13.11.2008 was issued in terms of section 25A of the Customs Act 1969.

The Ruling dated 13.11.2008 was further challenged in Review Application in terms of section 25D of the Customs Act 1969 and the learned DG Valuation was pleased to set aside the same in Review Application No 133/2008 dated 16.2.2009, in addition to fixation of values of 3 items. Thereafter another Valuation Advice dated 19.1.2010 and a Ruling No. 227 dated 26.2.2010 was also issued for various Motorcycle Parts.

In the meantime during 2009 and 2010, several consignments of the applicant members as well as of other Manufacturers of the same category were released by the Collectorates of customs in terms of section 81 of the Customs Act 1969 and the matter was referred to the Valuation department for finalization/ assistance.

The Valuation Department vide its Advice dated 01.4.2010 determined the prices of around 207 different parts and components and advised only the Hyderabad Collectorate to finalize the assessments of the pending cases on the basis of said Advice. Since the said Advice was issued without any valid or legal basis and even without any hearing to the aggrieved parties, a review application was filed before the Director General Valuations which was also dismissed vide order dated 30.8.2010.

Some of the applicant members and other stakeholders having left with no other option filed a complaint before the Federal Tax Ombudsman and the FTO vide order dated 21.12.2010 directed the department to expedite the issuance of Valuation Ruling in accordance with law.

Now the Valuation department has issued the impugned Ruling whereby the values have been again increased to a very high proportion which is totally against the law.

The necessary documents such as NTN, STR, PSQCA Licences, EDB certificate and import documents of some past Imports and the expected shipments are annexed for the perusal of this Directorate General of Valuation as previously review applications have been dismissed on technical grounds which has been time and again depreciated by the Honorable Supreme Court, and, further, after insertion of Article 10A in the Constitution of Pakistan, it is an inalienable right of every citizen to have a right of audience, when some adverse orders are being passed. It is further submitted, that even otherwise, if this Directorate feels that there is any further requirement of any documents or formalities, the applicant is ready to submit and fulfill all such requirements, wherever applicable.

Since the valuation Ruling issued is patently illegal, without any justification, arbitrary, discriminatory, completely against the law and in violation of the mandatory provisions of the Customs Act 1969 and the directions/interpretations of the Honorable Courts from time to time and hence the Applicant prefers this review application without prejudice to his right to contest the same before any other forum available in law, on the following grounds;-

GROUNDS

That at the outset it is submitted that the values determined by the Respondent vide impugned Ruling dated 26.3.2011 in terms of section 25A of the Customs Act 1969 refers and intends to apply the same on the importation of the applicant's previous consignments released in terms of section 81 of the Customs Act 1969 by the Hyderabad Collectorate in 2009 and 2010 and subsequently. This action is illegal, arbitrary, unjust, malafide and without jurisdiction as Valuation ruling has been issued by the Valuation department on 26.3.2011 and the applicant's consignments were imported and assessed prior to this and therefore the same is not applicable in view of the settled law that no retrospective applicability is permissible under any statutory provisions or sections of the Customs Act 1969 unless otherwise expressly permitted by the legislature.

Therefore at the outset the said Ruling is not applicable to finalize the pending cases of the applicant members in terms of section 81 of the Customs Act 1969. This submission is further strengthened by the interpretation given by the Honorable High Court of Sindh vide its judgment dated 5.3.2011 (before the issuance of the impugned Ruling wherein the Respondent was also a party) in CP No. 2673 of 2009 & Other related cases, and at Para 21 of the said judgment it has been categorically held that section 25A cannot have retrospective effect and Valuation Ruling cannot be issued in relation to goods actually imported nor it can be applied to imported goods unless it was issued before such importation. Hence, it is requested to direct the Hyderabad Collectorate not to apply the said Ruling on pending cases of assessments under section 81 of the Act ibid already made as they can only be assessed in terms of section 25 of the Act ibid, as they are in the process of issuing demand notices on the basis of said Ruling which otherwise is binding on all the Collectorate.

That even otherwise the said Ruling is in complete violation of the guidelines issued by the Honorable High Court of Sindh in above judgment dated 28.2.2011 in CP No. 2673 of 2009 & Others, wherein a number of Valuation Rulings have been found to be illegal under similar and identical circumstances and have been accordingly set aside and the Valuation Directorate has been directed to act in accordance with law while issuing the Rulings under section 25A of the Customs Act 1969. Therefore the said Ruling is also liable to be set aside on the touchstone of the said observations of the Honorable High Court.

That without prejudice to the above, it is submitted that in the impugned Ruling the input has been taken from Japanese brand Manufacturer of Motorcycles namely Atlas Honda and Suzuki, who in fact are the direct competitors and adversaries of the applicant members & others in business, and, further, there is no provision under the Customs Act and specially under section 25 of the Act, to take any assistance and rely upon their allegations and finding, which in the instant case is apparent in the finalization of the impugned ruling. It is further submitted that the Japanese manufacturers have lost a big market share to the applicant and other Manufacturers of Chinese technology and know-how, and, it is but natural, that their assistance to the Customs is prejudicial to the interest of the applicant and others. It is also pertinent to mention that the only reason of theirs losing the market share is the lower pricing of the Chinese makes, hence their assistance cannot be considered as valid and justified in the facts and circumstances of the case. Therefore on the basis of this the impugned ruling is liable to be set aside.

That the respondent has made a very vague and unfounded allegation in Para 2 of the Ruling by observing that values which are apparently grossly under invoiced could not be relied upon. It is submitted that never ever, any such allegation was either made against the applicant members and never ever any show cause notice or any other action was taken in respect of any kind of under invoicing. Therefore the respondent had no authority to make such a generalized allegation which is liable to be set aside.

Further in the same Para, it has been observed that rather fair values have been assessed by Customs and have accordingly been accepted by the Importers, in this context it is pertinent to mention that reliance on assessed values has no legal sanctity under the law and is also prohibited vide Rule 117(3) read with section 25(5) & (6) of the Customs Act 1969. It is also a settled law that there does not operate a Resjudicata against the law, and even if some of the Importers do accept the assessed values under circumstances beyond their control, the same cannot be made a valid or legal basis for future assessments.

That, without prejudice, it is submitted that while issuing the impugned Ruling the provisions of section 25(7) after a brief discussion have been ruled without any proper ascertainment and even without applying the same in conformity with the settled law. It is submitted that the OEM products are readily available in the market, and now after the introduction of Tariff Based System in the year 2006, after paying higher rates of duties under SRO 693/2006, the OEM products are permissible to be used in manufacturing after buying them locally from commercial Importers and hence it cannot be said that they are not available in the market to follow the deductive method.

The values, obtained after market survey, if any, have been rejected without any proper reasoning, and further even the deductive method of valuation was not properly carried out as it has to be carried out in each and every case and a general survey cannot be made basis of fixation of values as otherwise the same would be in total negation to the law declared by the Honorable High Court of Sindh vide judgment reported as Rehan Umer V/s Collector of Customs & others (2006 PTD 909) wherein the Honorable court at Para 18 of the judgment has held that…….for the foregoing reasons it is held that different methods of valuation provided in section 25 of the Customs Act 1969 and the Customs Rules 2001 are required to be applied in a sequential order and without visible exercise reflected on record no resort can be made to sub section (5) and likewise without similar exercise under sub section (5) no resort can be made to sub section (6). In the same manner without an exercise in writing on record under sub-section (7) and similarly to sub-sections (8) & (9). This exercise is to be made in each case separately. On the basis of exercise in the case of earlier imports by other importers it can not be applied to any subsequent import by another importer.

That in the same judgment another related question was also raised that whether an assessment can be made on the basis of working committee constituted for that purpose to adopt method under section 25(7) without associating the importer or his representative in each case, and the Honorable Court went on to hold that no assessment can be made on the basis of a working committee constituted for the propose of determining the deductive valuation under section 25(7) without associating importer or his representative in each case. Needless to submit that in this ruling while conducting the market surveys neither the importer nor his representative was ever called for. Therefore such values obtained after a market survey cannot be relied upon for assessment under section 25(7) of the Act ibid.

That, similarly neither the applicant nor any other stakeholder, including the suppliers were ever called for rendering any assistance in arriving at correct values in terms of section 25(8) (Computed method) of the Customs Act, hence, the rejection of this method is also without any basis. It is further submitted that in doing so, the input from the Manufacturer of the product being valued is mandatory, and without his assistance no value could be determined on the basis of computed valued method, and since no notice was ever issued to the Manufacturer of these parts, the rejection of this method is illegal and out of question.

That even otherwise, the impugned Ruling while determining the values under section 25(9) has not disclosed as to how these values were arrived at in terms of the fall back method, as again it is mandatory to disclose the same and hence the values so determined are illegal and against the provisions of section 25 itself and cannot be justified.

That all the products for which values have been determined in the impugned ruling, are mostly manufactured with raw materials whose prices are readily available on the LME (London Metal Exchange), and if conversion costs of maximum level are added to such prices of basic raw materials, even then, the prices determined are on the very higher side and cannot be justified under any situation. It is therefore submitted that such an exercise be carried out if fair values are to be determined. It is also pertinent to note that out of these various basic raw materials, values of most of them have also been determined in terms of section 25A of the Act by the respondent, and any input from that angle will also justify the contention of the applicant that the prices in the impugned ruling are not justified.

That values determined at Serial No. 24 to 34 are basically for hardware items and in one of the Ruling for High Tensile bolts and spring all sorts, the prices have been fixed @ USD 1.10/Kg, whereas in the impugned ruling the prices for the products which are much inferior in quality, the values have been determined as high as USD 56/Kg, which is absurd and not all justified under any situation. Therefore the impugned ruling is liable to be set aside on this ground as well. Similarly serial No. 35 & 36 are same items with only difference being inlet and outlet, however the values determined are again at a very big variance from USD 16.42 to USD 5.26 per KG. The same analogy prevails in serial Nos. 39 to 41 and 45 to 51 which makes the impugned ruling full of errors and contradictions.

That similarly, the values determined at Serial No 5 is exorbitantly higher at USD 96/KG which comes around USD 8/unit, whereas the best quality product is available in the local market for Rs70/- to 90/-, whereas the value determined in the ruling for only C&F is Rs700/-. Therefore the impugned ruling cannot be justified as the same has been issued at the behest of an outside agency which is a direct competitor of the applicant members and others and hence the same is liable to be set aside.

That it is also submitted that values of similar or identical parts with a difference of being left (L) and right (R ) have been determined with a very high variance which is again absurd and cannot be justified as the products are same in all aspects, but, values are different in the ruling. Therefore the impugned ruling has been issued without proper application of independent mind and hence the same cannot be relied upon.

That it is submitted that the prices of 51 items have been determined in the impugned ruling on kilogram basis and if weight of individual items is worked out it is a total of around 16 KG for all the 51 parts, which comes to around 19% of the total weight of a motorcycle which on the average is 86 KG. It is further submitted that the price of 1 motorcycle in China in CBU (Completely Built Unit) is USD220/unit to 235/unit at the maximum for which there have been determination of values by the Valuation Directorate, when these CBU motorcycles were being imported and is an admitted fact. Now if the total value component of the parts for which values have been determined in the impugned ruling is worked out, it comes to around USD92.00 which is around 40% of the total value of the motorcycle, whereas on weight basis it is around 19% of the total weight, therefore it is very clear that the values have been determined at least twice the actual values on the average weight basis. Hence, on the face of it, the impugned ruling is liable to be declared as illegal and not justifiable.

That it is also a matter of record that the values of Motor Car parts from Japan and China were determined vide Ruling dated 14.4.2008 which was superseded vide Ruling dated 29.5.2008 which was subsequently modified on the instructions of FBR to add a further 20% increase in values determined vide ruling dated 29.5.2008, the values of almost all the parts, whether they are body parts, engine parts or electrical parts, have been determined @USD1.50/KG plus 20% for Chinese origin. It could be seen that all the parts for which prices have been determined also notify the material from which they are manufactured, and for all these parts a uniform value per KG basis has been determined, which are much lesser than the prices for motorcycle parts for the same origin determined in the impugned ruling. This alone is an example of discrimination, illegality and undue favor and influence to the applicants competitor so that they can sell their Japanese brands are much higher prices, which has become difficult for them, after the introduction of Chinese brands which are admittedly cheaper in prices.

PRAYER

It is therefore, prayed by the Applicant above named that the Honorable Director General Valuation by virtue of powers vested under section 25D of the Customs Act 1969 may be pleased to pass orders as follows: -

Declare that the act of valuation department by issuing the subject Valuation Ruling dated 26.03.2011 in terms of section 25A of the Customs Act 1969 is illegal and is hereby set aside and the values of the applicant are to be determined in terms of section 25(1) of the Customs Act 1969 being true and correct transactional values;

Declare that the act of valuation department by issuing the subject Valuation Ruling dated 26.03.2011 in terms of section 25A of the Customs Act 1969 and its applicability on the applicant consignments released under section 81 of the Act ibid is illegal, unlawful and is alien to the provisions of section 25 of the Customs Act 1969 and hence liable to be set aside.

Declare that the action of Valuation Department by resorting to assessment in terms of sub section (9) of section 25 of the Customs Act 1969 directly without first exhausting the methods of assessment provided under sub section (1), (5), (6), (7) & (8) of section 25 of the Customs Act 1969, is illegal and liable to be set aside;

Direct the Department to assess the goods of the Applicant strictly in terms of section 25(1) of the Customs Act 1969.

And pending finalization of this Review Application direct the Hyderabad Dry port to assess the future consignments in terms of section 81 of the Act by depositing of post dated cheques for the differential amount;

And further, pending finalization of this Review Application direct the Hyderabad Dry Port and other Dry Ports not to enforce the recovery proceedings as the pending cases are being finalized on the advice of the Valuations Department after issuance of the impugned ruling. -MW

Al-Haj FAW Motors Achieves breakthrough

This is first time in last 30 years or so that Japanese truck manufacturers were threatened by one of reputed Chinese automobile company FAW Motors. It is eminent that it has taken away their dominant role in Pakistan truck market. FAW through its distributor Al-Haj FAW Motors has been able to make its presence felt with transporters all over the country.

This is the reason that in 2010 Al-Haj FAW Motors achieved a breakthrough in the corporate sector customers which resulted in selling 80 units to Bilal Associates, 20 units to Mega Logistics, 20 units to Unique Enterprise & 40 units to Adnan Carriage. It is worth mentioning that in year 2010 FAW was the second highest truck seller in the market as compared to Japanese & Korean makes by gaining 23% of market share within four years. Al-Haj FAW Motors has been able to attract the steadfast transporters operating Japanese trucks in the last 30 years as it is really an incredible achievement.

Al-Haj FAW Motors launched first model of FAW prime mover model J5P-330 in the market. As usual there was lukewarm response from transporters but with aggressive sales campaign under competent Managing Director, Mr. Bilal Khan the transporters started about the FAW Prime Movers and induct in their fleet. No doubt, prices of FAW catches attention of the transporters as model J5P-330 (6x4) introduced with price of Rs2.8 million as compared to Rs3.6 million of Hino model FM2P.

Actually the lower price was one of the factors but transporters after having operated FAW prime movers, found out that FAW Model J5P-330 performance, weight carriage capacity of 60 tons (Some carried up to 80-90tons), low on fuel consumption because of 330 horse power engine operating at low RPM & low displacement capacity, moreover it has been successfully operating on all terrains (flat, hills & rough roads) in the country.

After the successful acceptance of the FAW Model J5P-330 Al-Haj FAW introduced Models J5M-240, J5M-260 & J5K-200 to cater the requirement of transporters who were carrying load between 20 tons to 50 tons specially providing container service & oil tankers. Al-Haj FAW has been working very closely with the customers. Adnan Carriage was one of the biggest FAW fleet owner and main contractor of Shell Pakistan. Shell expressed its requirement to operate Oil tankers with 48,000 liter capacity which must be coupled with at least 400 horse power prime movers.

Engine with 400 horse power prime mover was not available in the country. Adnan Contractor communicated the same to Al-Haj FAW who took up the Shell requirement with FAW Motors, China. FAW Motors had prime mover fitted with 420 Hp in their product range. Al-Haj FAW arranged meeting of Shell regional office management with FAW Motors in China and after having inspected FAW model J5P-420 the Shell management decided to allow its global contractors to induct FAW model J5P-420 in their fleet to carry 48,000 litre oil tankers.

Having received the Shell approval, Adnan Carriage placed order for 40 units of J5P-420 Horsepower which are now operating successfully to the satisfaction of Shell & Adnan Carriage. FAW model J5P-420 is giving fuel consumption 3.1 km per liter which is absolutely fabulous for M/s Adnan Carriage to have in their fleet with low cost running Prime Movers carrying heavy duty tanker with 48,000 litre capacity.

FAW vehicles have gained confidence of transporters also because Al-Haj FAW has taken utmost care to meet after-sales requirements under very customer-caring and vigilant Chief Executive Mr. Hilal Khan Afridi. They have well managed spare parts workhouse at National Highway beside Al-Haj FAW show room & workshop. They have over 300 on-line items and constantly improving to increase the line items. They also store & sell spare parts from their Shershah outlet for convenience of Hawksbay to Shirin Jinnah Transporters. They have appointed parts jobbers in Garden, Plaza and Hawksbay area.

Similarly, they have well equipped workshop and fully trained technical manpower to meet customers' maintenance and repair requirements. They have already appointed dealers in Sadiqabad, Mehmood Kot and Lahore to offer services and spare parts. They are in process to extend the dealers network to other cities such as Multan, Faisalabad, Islamabad and Peshawar.

Al-Haj FAW Motors has entered the automobile market with a vision that of its Chairman Shahji Gul Afridi to offer vehicles at affordable low price with high standard of performance, durability and reliability also low oil consumption as being low RPM engines. They have not neglected the light duty truck segments. They also plan to have 10 tons light duty cargo truck by April, 2011. Similarly, they have plan to launch van and pickup with better specifications than the Japanese available in local market.

To make these vehicles available, it is decided to have local Manufacturing/ Assembly in their State of the art plant, with capacity to produce 10,000 units per year which will go into production by early April, 2011 under the expert plant management and one of the most experienced in the automobile industry, Director-Operation, Nadeem A. Salmi. This will enable Al-Haj FAW to produce the vehicles according to customers demand at less lead time with high standard of quality. Al-Haj FAW has unique distinction rather only automobile company which has Head Office, showroom, spare parts warehouse and workshop located at same place for its customers' convenience.

Govt. urged to restore R&D on Two/ Three wheeler export

The Manufacturers of Two/ Three Wheelers have urged the government to restore R&D on Motorcycles export and provide $200 on export of Auto CNG Rickshaw. It was pointed out in a representation to Aitazaz A Niazi, Chief Executive Officer, Engineering Development Board during his visit to Karachi Chamber of Commerce & Industry at the end of last month.

The manufacturers said upon withdrawal of facility by R&D by government, export of Motorcycles were 80% gone done. “Demand of Auto CNG Rickshaw is quite good but we are unable to compete in price,” they added.

The Manufacturers also complained that PAMA was not giving membership to Major Pakistani Brand OEMs. They said PAMA (Pakistan Automotive Manufacturers Association) which is claiming to be the representative body of Two/ Three Wheelers Assemblers are not giving membership to Super Power Brands, Super Star Brands OEMs. Their applications were pending with PAMA for more than one year. The reason behind this negligence was one of the major Japanese Brand Assembler who was already a member of PAMA and stopping it as his position in Two/Three Wheelers Sub Committee must be dominated.

The EDB CEO was urged to intervene in this matter and get all pending applications processed at PAMA. He was appreciated to look into the concerned matters and being EDB as facilitator to resolve their issues.

It has been noted with great concern that In House Facilities Policy of Two and Three Wheelers was recently decided without taking input from Major OEMS of Pakistani Brands. There was no consultation with Major OEMs of Pakistani Brands on AIDP of Two/ Three Wheelers and recent Budget exercise. “We hereby request you to kindly include Pakistani Brand Assemblers in consultation which is presently more than 65% of stakeholders,” the representation said.

The OEMs of Two and Three Wheelers drawing attention of EDB Chief towards problems faced by the industry stated that recent Valuation Advice issued by Custom Authorities for Motorcycle Components in which more than twenty two items were valued at excessive prices were only for OEMs, while Commercial Importers are excluded from this Valuation Advice.

Upon excluding the Commercial Importers from this Valuation Advice it will force OEMs to purchase these components from Commercial Importers and thus promoting import of these parts through Commercial Imports. It was very strange; hence he was requested to review this advice with regard to excessive values put in it. They urged that commercial importers should also be included in it to provide level playing field to those OEMs who believe in imports under quota regime.

They observed that some of the OEMS were involved in Sales Tax evasion as a consequence they are giving tough competition in prices below the cost by not paying the Sales Tax on Motorcycles. This will badly affect the OEMS which are regularly and properly paying sales tax.

To sort out this issue they suggested that Centralized and Computerized Data Base at EDB should be created. Data from all Provincial Registration Offices should be obtained on monthly basis and input in the Centralized Data Base. On the other side data of sales with Engine and Chassis Number duly reconciled with Monthly Sales Tax Return is to be obtained from OEMs and input in the Centralized Data Base. Both data should be matched through software which helps in stopping the evasion of Sales Tax.

Regarding Delay in enhancing the quota it was said that annual quotas for imports to OEMs are given on the basis of last year production performance. It is well known fact that demand of Motorcycles is increasing day by day therefore OEM has to go again and again for enhancement of quota. It takes lot of time and lot of documentation involved in it which results in delay in allotting the quota; consequently OEM suffers with demurrages.

Hence, it has been requested to allot annual quota on the basis of assessed capacity of OEMs as determined by EDB. It will facilitate the OEMs to concentrate on production and at the end of year OEM is liable to give accountability of imports made.

Chairman General Tyre Company Gen (Retd) Ali Kulli Khan has said that GTR has survived unethical competition from under-invoiced imports and smuggled tyres during 34 years due to commitment and dedication of GTR's employees who are treated by him as part of family.

He was addressing to the launch of a new world class passenger car tyre "Euro Klass". He said GTR is a rare corporate entity in the country that can proudly claim to have the most faithful, committed and highly skilled human resource. This, he added, is the key to GTR success.

Chairman GTR said, "Many of our workers have spent more than two decades and many workers have retired after serving GTR for almost 35 years. Literally speaking, there are numerous examples of people, whose entire working span has been with GTR. We have a wide network of dealers who have been with us for more than four decades and now quite a few of them are in their fourth generation of running the dealership."

The Continental AG representative in GTR board of directors, Dr. Willi Flamm praised the efforts of GTR to make Euro Klass with the help from world's 4th largest tyre producer Continental AG. Dr. Willi Flamm ranked Euro Klass not only suitable for the Pakistani roads but for the roads across the globe. He said that GTR and Continental AG have lasting relationship between them and GTR has access to all the knowledge, resources and technical assistance of Continental AG which it surely uses extensively.

CEO GTR Shahid Hussain said that in 2005, Indus Motor Company and Honda Atlas Cars asked GTR to develop a world class 15" tyre that should meet international standards and pass the final testing in Japan. "We accepted that challenge and with Continental's help, we were able to qualify and our tyre EURO STAR got accepted by Japan," he said. "That was the beginning of our move towards the modern EURO series of tyres."

He further explained GTR already has the Euro Star (the pioneer), in 15" rim , Euro Glide in 13" rim and Euro Kompact in 12" rim as part of this series and today another tyre of this series the EURO KLASS, a 14" World class tyre, is being launched for replacement market. Later this year, he added, GTR plans to introduce more new patterns to add to its range.

It has a full cap ply that covers the steel belts, a feature that exists in all our tyres. This feature has been built keeping in mind our road conditions as well as our driving habits. While describing the challenges, CEO GTR said that after spending almost Rs1.5 billion over the past few years, GTR has increased its capacity which helped to increase its market share. He said that this increase has been possible in spite of stiff competition from heavily under invoiced imports as well as from smuggling. Both these economic ills, through which the Government loses billions of rupees each year, are due to our own inefficiencies in systems and controls.

He revealed that under invoiced imports and smuggling accounts for 57 percent local sales of passenger car tyres, 85 percent for light truck tyres and 97 percent for truck and bus tyres in Pakistan, adversely impacting local manufacturing capacities. While the smuggling and under invoicing carries on, the Govt. in view of GTR, is being deprived of approximately Rs7 billion ($80 million) annually on tyres alone in the form of evasion of duties and taxes, he added.

Unfortunately in the past some inferior Chinese Vehicles were introduced in Pakistan. But there were few very good Chinese products and they had got a good market response. But due to some internal issues or other problems those companies couldn't sustain in the market. Mobilink the first operator to venture out with this technology saw a prompt uphill growth chart but after a few years of complete domination it has to face tough competition from players like Ufone, Telenor & Warid and much later Zong.

The consumer had become more accustomed to change plus wished to remain ahead with the latest in technological change. A case at hand is BlackBerry one of the fastest growing families in the world. Mobilink was the first player to launch BlackBerry in Pakistan and even though it had exclusivity to be the only player to offer these services in the country has now become an obvious follower.

Lately Ufone seems to have taken the lead by successive first to launch latest blackberry smartphones in the country. Even Warid has launched a number of the new generation blackberry handhelds before Mobilink.

Take for instance BlackBerry Torch 9800 introduced by Ufone last month. Blackberry users in Pakistan got their hands on the most advanced and latest BlackBerry with backed Warranty and Customer Support. The Torch 9800 is RIM's latest smartphone with slider plus QWERTY pad which is loaded with the new Version 6 BlackBerry operating system and a 5 mega pixel camera. The handset allows multi tab browsing supports multiple video and audio formats and has integrated social networks & RSS feeds in one simple view.

What seems to have gone wrong? Why & How has Mobilink derailed from its initial strategy to not only be the leader but also to take the necessary steps to remain ahead? Seeing 'leaders' helplessly lagging behind in the field of technology is indeed a 'gloomy' spectacle. Today I saw a pitiable ad of Mobilink in a national daily. It was not a shock in the least bit to see that Mobilink has resorted to offer, outdated handsets like Pearl 8110 and 8120 and the flopped Storm 9500 (which I must add is supposed to be a touch screen but sadly one has to fight to press a desired button) as a value bundle.

The so called strategy gurus sitting in Mobilink do not realize that anyone who is his/ her sane mind paying to use BlackBerry services will not invest in such outdated handhelds unless cornered by various compulsions to use these technologically outdated and third class sets. His/ her choice simply will be the operator who is offering the most up to date BlackBerry.

Now the question is which market segment these outdated sets will cater for? Answer, NO ONE! I am no czar of the technology world but a "Mobilink Deserter" who 'ditched' the company due to obsolete technology and ported in to Ufone told that in order to get the attention of the corporate world Mobilink recently launched the HTC HD7 and the Samsung Galaxy tab as a desperate move to tap into the corporate market but it couldn't cut the mustard as blackberry is by far the most up to date and preferred service used by the corporate world.

Has Mobilink played its last blackberry card to get back its once loyal customer? Or are they simply going to remain a follower and continue to show there helplessness in the present fast paced cellular industry?

In the wake of acute energy crisis in the country utilization of alternative energy resources has gained an unprecedented importance. He has also authored a book 'ENERGY RESOURCES AND THEIR UTILIZATION IN PAKISTAN'.

The book: 'ENERGY RESOURCES AND THEIR UTILIZATION IN PAKISTAN', published in 2010, is an excellent piece of research, surprisingly however from the pen of a soldier. In it, Brigadier (R) Nasim A. Khan - PhD from Colorado University USA - has excellently analyzed and collected the study of almost each and every energy resource available in Pakistan. The contents of the book which is spread over 350 pages divided into 12 chapters of original research undertaken in several technologies. The book covers Energy Policy, Fossil Fuel Energy, Hydel Energy, Nuclear Energy, Solar Energy, Wind Energy, Bio Energy, Geothermal Energy, Ocean/ Marine Energy, Energy Economics, Energy and Environment and Energy Conservation.

The beauty of the book is in its graphics which are substantial and remind us of the saying: a picture is worth more than a thousand words. A good endeavor has been made by Dr. Khan to diagnose the real ailment of our energy sector and to prescribe economical and cost-effective remedies for it. The misconceptions about coal are wiped out when we come to know that the percentage of coal in the total energy generation currently in the USA is 22 percent whereas in Pakistan coal's share in energy generation is a mere 0.7 percent. Ironically, international organizations remind us of environmental degradation not the US!

The background and updates of tapped energy resources are compiled in details. Suggestions for alternate energy generation have also been presented with facts and figures. Each resource - solar, wind, bio, geothermal, and marine - has been dedicated one whole chapter. All these five chapters carry an introduction and a conclusion. The quantum of solar energy reaching Pakistan has 77 million times more potential than her hydropower potential. Solar energy is directly converted into electricity by photovoltaic cells. Although the voltage attainable by one cell is insufficient, large number of cells can be connected together in series to attain high voltage and currents. The only solar-cell manufacturing industry in Pakistan is in Taxila by the name of Akhter Solar, with a production capacity of 3 MW per year.

To demonstrate the performance of wind turbines in Pakistan, 40 wind turbines of 750 watts capacity each were installed at Karachi coast. The energy produced by these turbines was stored in a bank of batteries that was subsequently used to lit street lights on a small area in Clifton. They were primarily installed to create awareness and to understand the dynamics of wind power in Pakistan. The blades of these turbines are made of wood and fiberglass and have been manufactured in Pakistan. Technology in bio-energy has gained initial foothold in Pakistan and due to the effort of Pakistan Council for Renewable Energy Technology 2000 biogas plants have now become operative in the country.

The temperature at the Core of Earth is around 1000C while at the surface the annual average temperature is 27°C. That means temperature of earth continues to increase with depth till it reaches the temperature at the core. The increase of temperature with depth is termed as geothermal gradient. It is interesting to note that the geothermal gradient found in areas being drilled for oil wells in Pakistan in the south reveals higher than normal thermal gradient of 40°C for every kilometer.

Energy can be extracted from the ocean in the form of Tides, Waves, or Ocean Thermal Energy Conversion (OTEC). Several tidal sites have been identified by National Institute of Oceanography (NIO) while tidal stream velocities on the creeks have also been ascertained. An investor based in USA has obtained a letter of interest to initiate tidal power project with 50 MW of power.

The topics of: (i) Energy Economics; (ii) Energy and Environment Situationin Pakistan; and (iii) Energy Conservation have also been covered in the end with a chapter allocated for each of the three topics. Pakistan's energy supply has 40% imported component that is mostly in the form of petroleum and its products. Any escalation in oil price at international level adversely affects the economic situation in Pakistan.

It could have carried the proposal for desalination plants that can avert not only the tension in the relationship between India and Pakistan but also between different provinces of Pakistan. These plants provide freshwater converted from seawater as well as electric power. One more thing, molasses can better be utilized for producing organic chemicals of higher commercial value such as polypropylene and polyurethane rather than converted into bio-fuels.

He offered his excuse to dealers that due to certain reasons beyond human control their demand at times could not be honored properly but assured the house that now his Group had already planned to cope up with such situation in future. Another most modern & state of the art factory was near to its completion in SITE Area of Karachi and within next few months it will be fully operational. He hoped that with reinforced production capacity he would be able to fulfill any number of demand.

The design of production line in new factory is up to the requirement of industrial information management, which is convenient for actualizing process quality supervision and ERP project and offers platforms for the management of the large quantity production of commercial vehicles.

In order to put the CHANGAN KUAYUE'S new factory into use, the company has formally launched several models of products, such as the trucks on chassis basis, truck with platform cargo box, and van. The presently-launched CHANGAN Golden Leopard of single cabin is equipped with 465 gasoline engine, adopting chassis frame technology of truck, forward type front axle, entire riveted frame work with equivalent width, 140mm-high crossbeam, equipped with power-absorbing and crash-proof body and bumper, high ratio transmission and rear axle, the structure of non-separate type suspension with gliding stiffness leaf spring, cargo box with larger capacity.

D. S. Motors Sets new Sale Record

D. S. Motors posted a 30% increase in sales of Unique UD-70 Motorcycle at the end of financial year 2009-10 which set a new annual sales record in its history.

"The Unique brand UD-70 Motorcycle received tremendous response from the market and was in heavy demand by its distributors and dealers since launch of its new model in March 2009," says Zubair Ghangra, one of the Directors of D. S. Motors.

He said that rapid growth throughout first quarter had indicated a healthy trend for the year. According to annual sales record, October last year was the biggest sales month during which we had sold over 10,000 units. "However, growth is coming across all segments including other models in 100cc & 125cc Motorcycles in addition to Auto Rickshaws which are now contributing every month to the overall volume. At the end of last fiscal year we were near about 0.1 million units sale." Zubair added.

Highlighting the efforts of his Company and the Management Zubair Ghangra further said; "The motorcycle industry is extremely competitive business in Pakistan and we have disciplined ourselves to focus on long term growth and stability, so we try to maintain sales numbers in this perspective. However, this does tell us that Unique UD-70 motorcycle is attracting a greater share of the market and that momentum is on our side."

Telenor Flirt Promoting Ads should be banned

Telenor with the slogan "its fun to be Young" is actually making fun of people, by directing the ways of flirting and friendship in its advertisement campaigns to youngsters, which is in fact, unethical and destructive for our society.

Faiza Alam, a ProPakistani reader is worst impacted, as her name was used in the said TV commercial. She agrees that it's our society that has the flaws but at the same time she protests against Telenor for encouraging the bad deeds.

Faiza Alam said that she reserves the right to contact courts for using her name in such a bad advert. She mentioned instances of Abrar-ul-haq, when he was asked by Lahore High Court to pull back a song from his album that mentioned Punjabi women in bad manner. She wants immediate ban on Telenor's this TVC!

Following is excerpt of letter we received from Faiza Alam:

Dear Sir,

I would like to bring into the notice of the concerned people about a coincidence, a miserable coincidence that has made my life a living hell. My name is Faiza; Faiza Alam to be exact and I have been victim of cheap jokes since one of the cellular phone companies have heavily advertised its services on media recently.

Though the comments I have been receiving in my university could not be mentioned here but my life has become hell by teasing and sarcastic remarks by campus fellows since my name was used in a particularly advertisement of Telenor Mobile, and that too with a cheap attribution.

Not only me but my junior in the campus with the same name have been targeted by her male classmates in funny and insulting ways for last couple of days. I guess the same behavior might be facing by many Faizas in the different universities, schools, colleges and other social gatherings.

I know, Telenor is not the sole to blame but it is also our society who also misbehaves. However, the media is the influential agent to mould the society ethics and behavior, therefore, everything of media does have strong impact of the society and its targeted commercial audience of the cellular phone company.

I request the concerned people to highlight this issue and make sure that common people is not penalized because of the foreign styled advertisement.

MOBILE PHONE SCANDALS Yes Ufone tum hi to ho!

It seems like telecom service providers across Pakistan are resorting to desperate measures to make a quick buck out of their customers. I have been a loyal ufone customer for quite a number of years now but I have been driven to a point of utmost disgust!

Last year my postpaid billing experience was a super nightmare where I ended up paying Rs8,000 in one month without even having used the service worth that much. Even after making countless visits and calls to the customer center in Clifton I was never given any clarity on this exorbitant bill amount. Even then they drove me to a point where I lost my patience chasing their managers without getting a single satisfactory response for the various requests I'd filed to see the detailed bill. Losing so much money I converted back to prepaid letting this billing fiasco go as bygone. But ufone doesn't want to give up! It wants to fleece the customer even by a Rupee whenever they get the chance, even if that means NOT INFORMING THE CUSTOMER. Let me outline what all they have subjected me to since the past few months.

First they start bombarding you with promotional SMSes. Then the unnecessary and uncalled for deluge of useless value added services. If it was just a notification it could surely be ignored. But a "Dear customer your VAS has been activated" SMS I'm sure is followed by a thought that screams 'Here, use our VAS that you never even requested for. We will give you this for free for a month. We are confident you will forget to deactivate it and we will then get the license to rob you off your credit every month for activation and daily charges for the same'.

My first reaction to such underhanded tactics is absolute confusion. The first proper thought I have is 'Oh! I must deactivate this so that I don't lose all my credit for something I didn't even subscribe to. I should do this now before I am punished in case I forget to deactivate this "FREE VALUE ADDED SERVICE"'. The fact that this interesting detail about the 'FREE VAS' was only revealed after way too many holds and after wasting 10 to 15 minutes on the helpline, which I might add is also charged, talking to a customer services rep who can't wait to hang up your call.

A few days later another SMS read "Dear customer you are now subscribed to Ubuddy. Now you can track your friends anywhere they go". Now why would I want to do something like that?! Do I not have a life? Or should I buy a cat and call it life to prove it?!?! I called up the helpline to ask what the hell this is. The far from eloquent response I get from yet another near suicidal helpline rep was "Oh Maam, its free". The thought that I read behind that was 'We want you to experience our desperate measures to undermine competition. But we are hiding the costs of this activation from you unless you ask us the dreaded cost question'.

I asked "So am I being charged?" The ufone helpline rep casually utters "Oh yes! Of course Maam. Until you deactivate this service you will be charged Rs. XYZ per month." I can recall that I couldn't help but think 'WOW! I absolutely MUST deactivate this stalker VAS. Even a single Rupee is precious to me. And why shouldn't it be?! Why should I just dish out my hard earned money to these uncalled for value added services? As it is the taxes they cut from our credit transfer and card recharges have never been disclosed. Who knows where they go? More so the so called 'Amazing Packages' namely Uth package offers a call to Friends and Family (FnF) for Rs2.99 for the first two minutes and then free for the hour.

What they conveniently omit to mention is that 'We (ufone) will cut off signals and give you bad network coverage so that you have to cut off your call every 10 minutes in order to dial again for the Rs2.99 and then FREE! If we don't give you bad network how will we make money? And yes, we are competing with international call rates and we claim to be best but we go on compromising QUALITY because we don't want connections. We want MONEY, MONEY AND MORE MONEY! So if you're dying and your call is not getting through please remember someone is making money out of your death. This may help you die in peace!

Oh no! I am getting carried away. I need to talk about the very important and very essential VALUE ADDED SERVICE. It was a fresh evening of Ramazan when I am about to indulge in the goodies at Iftar when I receive a pleasant SMS from ufone which read "Dear Customer, your requested VAS has been activated". Samosa has now been put back on the plate and confusion has taken over my fasting mind. Without waiting even five minutes I call the ufone helpline. "Hello Ms. Beenish, this is Essa, how may I help you?" I go on to explain "Sorry for disturbing at Iftar time Essa but I needed to clarify this SMS I got from ufone about activation of VAS. I did not send any requests and I am confused about this activation." Essa requests "Please wait on line while we check" Meanwhile the clock is ticking and the Samosa are waiting. Minute later surprisingly I am put off hold and Essa says "Thank you for holding Ms. Beenish. As off today 31 August 2010 no VAS has been activated on your number. You can ignore the SMS."

I thank him for his assistance and continue to eat all I want.

1 September 2010, I find myself staring at an SMS that read "you have a missed call from xxxx at 1:37 pm." Interesting SMS but wasn't my VAS inactivated?! I called the helpline in severe puzzlement! Some lady from customer center picked up and here I am too angry to remember her name. "Yes so I checked yesterday, ufone help said no service was activated and now I get this SMS proving otherwise. Why?" The lady responded "Yes, it's activated." I question "Why is it active? I never sent any request. How much credit have you cut off?" She responds "Please wait on line Maam." Holding listening to Quranic Ayats wondering how much integrity is ufone left with. The lady hits the off hold button and says"Yes Maam, would you like to deactivate?" I instantly retorted, "Hello! That's a secondary concern. My primary concern is how it activated itself in the first place, knowing I sent no request." She tries to explain "Yes Maam, you sent NO request but let me confirm that without permission of the customers ufone does not activate any services." I couldn't help but respond in anger "Really, that's what I am saying HOW it activated itself?" She goes on to explain "Yes Maam, we are confirming that we do not activate without permission. An automated call was sent to all customers. If you did not follow instructions it would not have activated." Still confused I say "Okay so I missed the call does that mean it got activated? " She responds "No Maam, if you missed the call it could not have gotten activated." Still puzzled I say "So how did it activate?" Yet again she says "Maam, would you like to deactivate this?" Furious now at the implication of lying "Arghhhh! So I am lying? Is that it?" Ignoring my annoyance "Maam, would you like to deactivate? If so please dial blah blah blah blah…" and then line is cut off. How? Bad network or did the lady feel that this customer is going to start with a list of things so I must cut her off now….

Oh might I add, this is a seemingly small amount of 83 Paisas + tax DAILY but with 20 million customers imagine how much money 83 paisas+tax along with activation charges makes them?

Is there any explanation to all of this NONSENSE? Is this what I get for being a loyal customer? Or loyalty and quality are now the least important aspects of this once glorious industry? How much more credit am I donating to this company without my knowledge? Are they really in need of these donations? Maybe we can have a chanda per year for them also. At least we will get a better service!

Ufone: Cheap call rates, CHEAP Service, CHEAP attempts to make money, CHEAP COMPANY! Yes ufone tum hi to ho!

Minister for Industries & Production Visits Hinopak

Mir Hazar Khan Bijarani, Federal Minister for Industries & Production visited Hinopak Motors Limited. The agenda of his visit was to discuss the automobile industry of Pakistan in general. During meeting Value Added Tax (VAT), Government policies & future plans for the betterment of industry and production sector, issues on import of used vehicles and other related issues were discussed.

Addressing on the occasion, the Federal Minister briefed that Government of Pakistan recognizes the role of automobile industry of Pakistan as a major growth driver and its contribution for economy of Pakistan and will support this industry to enable it to develop and play an important role globally. He told that today he observed the modern manufacturing facilities of Hinopak and was highly impressed to see the state of the art processes and in-house manufacturing processes. MOBILE WORLD - June-2010: The Chartered Institute of Logistics and Transport (CILT) Pakistan, whose head quarter is based at London, UK held its 19th Annual General Meeting (AGM) at the KPT Staff College Auditorium in Lalazar on Thursday, May 27, 2010 at 4.00 PM.

J. Pereira, Deputy General Manager, Customer Services and Training of the Product Support Division of Hinopak Motors Limited was elected unopposed Member of the Council Executive Committee of the Chartered Institute of Logistics and Transport, Pakistan (Road Transport Sector) for the year 2010-2011.

Brig. (Retd) S.S.A. Qasim, Honorary Secretary General of the Chartered Institute of Logistics and Transport, Pakistan whilst presenting his Annual Report to the Members of the CILT, thanked Hinopak Motors Limited and other private sector organizations for supporting the CILT. Brig. (Retd) S.S.A. Qasim appreciated the contribution of Pereira in various activities of the CILT.

On June 11, 2010 a special meeting of the Council Executive Committee held at the PIA Training Centre during which Pereira was also elected Member of the Education and Training Sub Committee.

J. Pereira is a Life, Chartered Member of the CILT and is also a member of the CILT faculty, where he gives lectures on Transportation Management. He delivers lectures at the Diploma Course in Logistics and Transport and the Diploma Course in Supply Chain Management (SCM) and covers all the four modes of transportation namely Air, Rail, Road and Sea. These courses are held at the PIA Training Centre near the Star Gate, Old Karachi Airport Terminal. Pereira is also the Member of the Standing Committee on Science, Technology and Technical Education of the Federation of Pakistan Chambers of Commerce and Industry (FPCCI).

He is a Member of the Catholic Businessmen and Professionals Association (CBPA) and Head of the Technical Education Committee (TEC) of the CBPA, which recently organized a programme on Career Counseling for the youth of Karachi. He was recently elected Member of the Governing Body of the House of Hope, formerly Marie Adelaide Rehabilitation Centre operating in Karachi and Sinjhoro, Sanghar (Interior Sindh).

Sindh High Court Summons A.B. Engineering Private Limited

Bank Alfalah Limited had filed a suit under Section 9 of the Financial Institutions (Recovery of Finances) Ordinance of 2001 for recovery of Rs94,655,183.16 along with cost of funds, sale of mortgaged properties, hypothecated goods and relief etc., against A B Engineering Private Limited and its three directors namely; Syed Haider Ali Naqvi, Syed Jaffer Ali Naqvi and Syed Baqar Ali Naqvi

Sindh High Court, Karachi has summoned M/s A. B. Engineering Private Limited and its Directors to appear on 28th May 2010 with reference to a suit filed by Bank Alfalah Limited for recovery of Rs94.655 million.

According to details Bank Alfalah Limited had filed a suit under Section 9 of the Financial Institutions (Recovery of Finances) Ordinance of 2001 for recovery of Rs94,655,183.16 along with cost of funds, sale of mortgaged properties, hypothecated goods and relief etc., against A B Engineering Private Limited and its three directors namely; Syed Haider Ali Naqvi, Syed Jaffer Ali Naqvi and Syed Baqar Ali Naqvi.

The Plaintiff Bank stated that A B Engineering a private limited company engaged in the business of automobiles and allied engineering parts, fabrication and manufacturing other related goods, had availed various finance facilities from the plaintiff bank. Three directors of defendant No.1 had executed their personal guarantees in their individual/ personal capacities in favor of plaintiff bank for the payment obligations of A B Engineering.

The lender-borrower relationship between the plaintiff bank and defendant spans over a period of almost five years. On 29-11-2009 the facilities provided to defendants got expired and they failed to fulfill their repayment commitments. Bank Alfalah on various occasions requested the defendants to pay the outstanding amounts and in this regard, various letters and notices were sent but the defendants failed to settle their liabilities towards the Plaintiff Bank.

On several requests made by the plaintiff bank to meet its liabilities, the defendants dishonestly in connivance of each other issued two (2) cheques to the plaintiff bank which were dishonored on presentation by the drawee Bank. Hence the defendants committed default towards the plaintiff and also committed offence as mentioned under Section 20 of the Financial Institutions (Recovery of Finances) Ordinance 2001. Besides this the defendants also dishonestly committed a breach of the terms of the Trust Receipts which is also punishable under Section 20 of FIO, 2001. The Plaintiff Bank also reserves the right to initiate criminal proceedings against the defendants for the offences committed by them.

The suit stated that A B Engineering by committing default in fulfillment of its obligations towards the plaintiff bank had caused substantial financial loss to the Bank and deprived the plaintiff bank of moneys that it might have earned by lending/ investing the same to other customers. As per the Books of Accounts pertaining to A B Engineering Private Limited as on 12-03-2010 a sum of Rs94,655,183.16 (Rupees Ninety Four Million six Hundred Fifty Five Thousand one Hundred Eighty Three and sixteen Paisas only) is outstanding and payable by the Defendant No.1 (A B Engineering Private Limited) towards the Plaintiff Bank (Bank Alfalah Limited).

The defendants were liable to settle their outstanding amounts but they defaulted to do so hence cost of funds as determined by SBP and as envisaged under Section 3 and 17 of the Ordinance may kindly be granted from the date of default, the plaintiff bank requested. It further said that the cause of action arose on a number of occasions when the facilities were extended/ sanctioned/ enhanced to A B Engineering Private Limited, when the financing documents were executed, when the Defendant in violation of its obligation towards the Plaintiff, when the Defendants defaulted in fulfillment of its obligations towards the Plaintiff Bank and cause of action still exists and continues till the time of the institution of this recovery suit against the Defendants.

Therefore, the Bank Alfalah Limited prayed for:

a) A decree be passed in favor of the Plaintiff Bank and against all Defendants (1 to 4) jointly and severally for payment of Rs94,655,183.16.

b) Following mortgaged property be ordered to be sold for realization of the decreetal amount;
"All that piece and parcel of land bearing the number Plot No.A-32 & A-33 and measuring 10 (Ten) acres or there about situated in the eastern Industrial Zone, Port Qasim Area, in the Registration district and Sub-District of Karachi."

c) The Hypothecated Property also be ordered to be sold for realization of the decreetal amount, which includes all movable property i.e. Plant & Machinery now or hereafter installed or to be installed/ stored or located or lying at F-563, Workers' Avenue, SITE, Karachi, F-706, Workers' Avenue, SITE Karachi, F-137, SITE Karachi and B-31, SITE Karachi.

The Hypothecated Goods includes all present and future goods, merchandise, products, stocks, stock in trade, raw materials, work in progress, finished and unfinished goods, now or hereafter stored, or located or lying at F-563, Workers' Avenue, SITE, Karachi, F-706, Workers' Avenue, SITE Karachi, F-137, SITE Karachi and B-31, SITE Karachi or any other place of storage godown in Pakistan and all such aforesaid goods in the course of transit including goods referred by and any released under trust receipts and all future goods/ stocks that may be brought into the above place of storage/ godown.

The Hypothecated receivables include; all present and future book debts and receivables, outstanding, moneys, claims, bills, contracts, engagements, securities, rights and assets.

Energy Conservation through Farm Tractors

This will bring the tractor slip in the range of 7 to 11% in unplowed fields and 10-15% in plowed fields compared to 12.5-16.6% in the unplowed field and plowed field respectively

The agricultural mechanization history of Pakistan has witnessed a tremendous growth in population of tractors in the recent years. The total industry volume has now reached to 73,000 tractors in 2009. Up until 1995-2004 the average sale of tractors in Pakistan were not more than 15,000 tractors.

The progress made in this field speaks in volume about the technological advancement attained by present vendors and tractor manufacturers. This has enabled Pakistan to produce 90% of the tractor parts within the country.

Success breeds numerous challenges and responsibilities. The scope of this article is to briefly touch the energy conservation aspect in tractors that is going to be our immediate challenge in the near future. There is a dire need to execute the energy conservation plan outlined in the study conducted by National Energy Conservation Center, Islamabad in 1988-1990. This will not only bring enormous saving in the diesel fuel but will enhance the life of tractor, increase productivity and help in saving the environment.

There are several methods to conserve energy; it could be accomplished by introducing zero or minimum tillage techniques and by switching to fuel-conserving diesel tractors. Both of these methods require a major overhaul which demands lots of money and resources while the one proposed in the above study cost nothing except to build a strategy to ensure that tractor operators be trained properly.

In year 1989-90, USAID and National Energy Conservation Centre (ENERCON) jointly run a project to study simple methods of energy conservation through audit and retrofit of tractors and tube-wells in Pakistan. This project has particularly introduced an extremely cost effective and simple method of energy conservation in tractors.

Unfortunately, this project met the same fate as any other project in Pakistan. It was shelved just after it was ended in mid 1990s. Although the entire study concluded with a very simple solution to save energy by training the tractor operators on the proper use of tractors but the economic and environmental impact mentioned therein was tremendous.

A paper was presented by Rizvi, S.M. and G.S. Saqib in 1992, titled "Tractor operational retrofits for saving fuel in tillage at the International Energy Conservation Symposium". This was organized by ENERCON, PERAC, and ENAR Petrotech Services held at Islamabad, dated April 25-26. The main points of the study says that just by improved operators' skills 21% saving in diesel fuel and 19% saving in time is possible. This study did not include the repair and maintenance aspect.

The mathematical analysis was done to transfer this saving in terms of litres and cost of diesel fuel indicated that on a national level 254 million litres of diesel fuel worth 1286.2 million rupees (the diesel cost was Rs5.05/ litres when this study was conducted) could be annually saved by simply training the operators to optimally use the tractor during the tillage operations.

They reached to above numbers by considering the following factors:
1. Total number of tractors in 1988-1989 (238,000).
2. Average annual tractor use (894 Hrs/annually).
3. Average fuel consumption derived from the field energy audit of tractors (5.7 l/hr).

On the basis of the above data the paper indicated that 1.3 billion litres worth 6.55 billion rupees were consumed during tillage operations in 1990-1991. The study also predicted an annual growth of 77.4 million litres of diesel fuel due to the increase in the number of tractors which was projected to be 15,200 units annually at that time. To bring the above saving in diesel fuel; operational retrofits and operator training were suggested which are as follows:

Farmers were found operating their tractors in low gears which resulted in low average speeds (5.9 km/h) against recommended speed of 7-9km/h. As a result fuel efficiency was also found to be very low. Gear up/throttle down strategy was advised in the study to optimize fuel efficiency and productivity (It is suggested that engine RPM should be kept 80% of the rated engine RPM during ploughing while the selection of gear, High-1 or 2, be used to increase the speed of tractor not engine RPM. e.g. MF-240's rated RPM is 2250 RPM. As per study during plowing it should be 1800 RPM while using 9-tine cultivator). National Energy Conservation Center had issued very descriptive fact sheets in Urdu for Pakistani Farmers.

This article is an attempt to divert the attention of Government, in the light of the study conducted by ENERCON, to execute a nationwide energy conservation plan to save energy through agricultural tractors. This will bring a change in the overall economy and environment of the country.

There is a need to devise certain policies to make sure the tractor operators or people responsible to operate tractors should have a valid permit to operate a tractor. This permit or license should be issued by a designated agency issuing the certificate after providing them proper training and awareness of energy conservation as outlined in the ENERCON study.

Even though, we have this study available that could help us save millions of litres of diesel fuel saving millions of dollars, we have not done anything so far, and thus, have miserably failed in the attempts to make Pakistan prosper.

In the end, just view these numbers in the current scenario when the price of Diesel has reached to Rs.72 per litres compared to when the referred study was made (5.05Rs/litres) and the annual sale of tractors has gone up to 60,000 tractors per annum.

CBPA conducts Career Counseling for Youth

The Technical Education Committee (TEC) of the Catholic Businesspersons and Professional Association (CBPA) arranged a programme on "Career Counseling for the Youth" which was held at St. Patrick's Girls High School in Saddar, Karachi.

Over 200 youth, mainly school children from different parishes including a large number of girls, some parents and school teachers attended the Career Counseling programme. The boys from the Don Bosco's Boarding also attended the programme. Archbishop Evarist Pinto accompanied with Rev. Fr. Edward Joseph, Parish Priest of St. Patrick's Cathedral graced the programme with their presence.

Archbishop Evarist Pinto in his speech stressed that the youth should acquire a trade of his or her choice and learn to stand on their own feet.

He encouraged the youth to take an active part in the building of their careers and that they should not be dependant on others. He also appreciated the efforts made by the CBPA in arranging this programme on Career Counseling for the youth.

Rev. Fr. Edward Joseph started the programme with a short prayer which was followed by the welcome address of Chang Cey Wen who is the Head and Founder of the CBPA in Karachi. The programme commenced with five presentations which were made by professionals from the industry in the following sequence.

Clifford Lucas gave a presentation on Community Based Career Planning which was followed by Johnson Pereira on the Scope of Technical Education in Pakistan. The third presentation was given by Leon Menezes on a Successful Life, followed by Sunil Sadiq Gill on Architecture as a Profession. The last presentation was made by Jason Pereira on the theme Dare to Dream.

Johnson Pereira who is the Head of the Technical Education Committee (TEC) of the CBPA in his concluding speech apprised the audience that the CBPA had made special arrangements with the NED University of Engineering and Technology for the Christian students to avail the unutilized seats reserved for the Parsi minorities for admissions to the Bachelor of Engineering (BE) degree programme.

He also highlighted to the youth various technical trades presently being offered by St. Patrick's Institute of Science and Technology, the Training Centre of Hinopak Motors Limited, the Memon Industrial and Technical Institute (MITI), the Defense Institute of Technical Education which was recently inaugurated, the Training Programme for the Pak Suzuki Motor Company Limited, which is to be conducted at St. Patrick's Institute of Science and Technology and various other technical trades being conducted by some of the government and private technical institutes in Karachi.

Pereira in his speech apprised Archbishop Everest Pinto that he was actively working with the Directorate of Labor, Manpower and Training, Government of Sindh to establish informal training courses for school dropouts in various trades after which these students would be certified by the Trade Testing Board of the same directorate. This in turn would facilitate school dropouts in earning a livelihood for themselves and their families.

Johnson Pereira on behalf of the CBPA thanked Archbishop Evarist Pinto and Rev. Fr. Edward Joseph for taking out time from their busy schedule to grace the occasion. He also thanked Ms. Amy Gonsalves, Principal of St. Patrick's Girls High School for providing the school premises to conduct the programme.

Ms. Flaxy Elizabeth Pereira of the CBPA received special thanks for her continuous support and cooperation in arranging this programme. Without her support it would not have been possible for the CBPA to hold the Career Counseling programme on this day.

Dubai Motor Show Buses launched by Hinopak

We may have witnessed many exhibitions which are based primarily around passenger car segment, but a unique exhibition by the name of Commercial Vehicle Middle East, Dubai has changed the concept. The very first exhibition targeting Heavy Commercial vehicles market was held during March 9 ~ 11, 2010, and participants from all parts of automobile industry enthusiastically participated in this mega event.

For Hino, a new chapter in its history already began when it decided to export its completely built-up buses made by Hinopak to the Middle East and African countries. The action was further energized, when Hino participated in the Dubai Motor Show through AI-Futtaim Motors, the exclusive distributor for Hino commercial vehicles in the UAE.

A team headed by Director Sales & Marketing, Mr. Mohammad Irfan Shaikh visited the exhibition. The exhibition was a perfect opportunity to introduce Hino's range of buses in Middle East. Iran and Pakistan have signed a gas sales and purchase agreement in June last year under which Islamabad will purchase at least 750 million cubic feet of gas a day from the Southern Pars gas field. The agreement has a provision that the volume of gas supplies can be increased to one BCFD.

The two countries have resolved almost all other issues pertaining to the gas pipeline project, including pricing of gas, project details and quantity of gas to be purchased.

Work on the project can be undertaken immediately if Iran does not insist much on the guarantee that Iran seeking to ensure uninterrupted gas supplies to India through the pipeline. India has been in discussions with Iran on joining the project and has participated in several trilateral meetings.

According to informed sources Iran was pursuing Pakistan for a performance guarantee regarding gas deliveries if India decided to become part of the project. This will require Pakistan to pay penalties to India for any disruption in gas supplies to India. Pakistan would be liable to penalties even in case of sabotage or war between the two countries.

However, Pakistan is ready to put in all security measures required to protect the pipeline within its territory but it cannot pay the price for gas disruption when its own security is "threatened by India" or due to any sabotage activity.

Notwithstanding Pakistan has decided not to give any sort of guarantee for ensuring uninterrupted gas supplies via Pakistan to India carried by a proposed multi-billion dollar pipeline project originating from Iran. Pakistan has already informed to Iran that a friendly project between two neighborly Muslim countries should not be allowed to be affected only because of the interests of a third country. Keeping in view of a chequered history between India and Pakistan Iran should not press Pakistan to become a guarantor for an uninterrupted gas supply to India which has never shown a soft corner for Pakistan.

Pakistan defense authorities too have objected over the proposal of providing iron-clad sovereign guarantees to India for gas supplies through the pipeline. Pakistan needed gas from Iran to meet its growing energy needs but it could not compromise on its long-term national interests especially in the face of stalled progress for addressing the longstanding issues with India.

MOBILE WORLD: M/s Plum Qingqi Motors has played a significant role in promotion of two and three wheeler industry in Pakistan. How do you see the performance of your company in this regard?

Wang Zihai: PQM has deep impact in local industry as well as in society as it has changed local transport culture in urban and rural areas of Pakistan. Our motorcycle rickshaw has almost 100% replaced Tonga and other animal driven vehicles. Our 100cc motorcycle was first Chinese motorcycle in Pakistan which set trend of low priced motorcycle in Pakistan.

MW Since you have earlier introduced a wide range of products in local market, do you have any plan to further expand these products by launching new models in near future?

WZ: Of course, recently we have introduced 70cc 4-stroke motorcycle and now we are introducing 150cc motorcycle and 200cc auto rickshaw shortly. In the long run we have the plan for 4- wheelers especially in public transport sector.

MW: Chinese technology in this field has assisted local vendors to a great extent. What was the ratio of participation by Qingqi Motors China?

WZ: As Qingqi Motors is a major player in China, it enabled local industry to get diversified range of products with low production cost for low income groups in Pakistan.

MW: How do you assess the present marketing position of motorcycle industry in Pakistan?

WZ: Previously market was dominated by few Japanese OEMs but now Chinese origin motorcycles have started growth and increased market size from 1.5 lakh to 10 lakh units per annum. Gradually Chinese manufacturers will come up with major market share.

MW: In your opinion what is the future of this industry in Pakistan?

WZ: Pakistan has installed capacity of 1.7 millions motorcycles per annum and with stable economic conditions market will further expand especially in 100cc and above capacity motorcycles.

MW: As you are well aware that local two and three wheeler industry has entered export market. What is the policy of Plum Qingqi Motors in this regard?

WZ: PQM is also working with other neighboring countries to capitalize export potential and expecting export business in coming years.

Uzma pledges to launch campaign

The disabled people have rights over the society and it is incumbent that the Society was structured in a way that met the needs of all its citizens including those suffering from one or the other physical disability.

On the observance of "Disabled Persons Day" throughout the world Syeda Uzma Shah having Masters in Computer Science, urged the government and civic bodies to practically implement the "Disabled Persons' (Employment and Rehabilitation) Ordinance 1981" in Pakistan. She was addressing a press conference at Karachi Press Club on Thursday December 3, 2009.

By inviting attention of City Nazim, Governor Sindh and Chief Minister, Uzma Shah disclosed that in a metropolis like Karachi not a single building, bridge, footpath was constructed with a vision to facilitate the disabled persons living here. Even road transport was not able to make them travel comfortably. She urged the government to provide such facilities within next two months. If government failed to do so she will launch an agitation campaign on various public places for the rights of disabled persons in Pakistan.

She said around the world 650 million people, live with some disability. They are the world's largest minority and needed special attention.

In Pakistan the "International Day of Persons with disabilities" is celebrated with zeal by NGOs and the government functionaries on December 3, but afterwards nobody cares for remaining 364 days of the year.

She disclosed that since 1988 there was no survey conducted by government to know about exact number of disabled persons in Pakistan. Even Government websites were not updated in this regard. Large scale abuse of human rights was witnessed within the country. There was no awareness created about the rights of disabled persons in Pakistan.

About thirty years ago under the 'Disable Persons Ordinance 1981' large number of facilities, incentives and employment opportunities were promised by the government but it was not implemented in true letter and spirit till today.

Uzma Shah disclosed the pathetic situation at lower and highest level educational institutions like school, college and universities in the city. They were not prepared to provide any ramp and other facilities to accommodate disabled students. On the other hand print and electronic media were also equally unaware of the situation due to which they never produced any comprehensive coverage about problems and grievances being faced by disabled persons in society and in practical life.

Therefore, she suggested that next year we should celebrate December 3 as a 'Day of Nation with Disabilities' instead of 'Day of Persons with disabilities'.

My name is Syeda Uzma Shah; I am software engineer. While I was in the final year of my BSC (Software Engineering) unfortunately I had car accident in Dec 2003 resulting spinal injury and thus paraplegic since then. However in spite of this mishap which entirely changed my life I completed my study after the accident successfully and secured BSC (Software Engineering) degree conferred upon me by University of Huddersfield, UK through their affiliated institution in Karachi i.e. Karachi Institute of Information Technology. During convocation the Institute awarded me certificate of valor for the courage shown by me in the hour of trial and completion of my course with my classmates. It's been six years that I am confined to bed and movement through wheel chair.

Coming to the point, first I will appreciate MQM that Karachi City Government did great job and developed infrastructure of Karachi under the dynamic leadership of MQM nominated and elected City Nazim Mustafa Kamal. In spite of all the good work done by the City Government I am sorry that all the infrastructural work initiated and completed by the Karachi City Government is devoid of structures considered essential for the safe and easy movements of disabled persons. It appears to me that while planning and implementing the development projects the Karachi City Government failed to take into count that people who are suffering from physical disabilities resulting out of accidents or otherwise also live in Karachi. This is perhaps they don't have any daughter, son, brother or any other close relative suffering from physical disabilities and thus they failed to visualize the difficulty faced by such entities in their normal life. I am sorry to say that MQM and its Karachi City Government leadership including the people sitting on the opposition benches forgot about those people, who although less in number and falling in the category of human beings also live in Karachi and other part of Pakistan; I am talking about "people with disabilities". Will anyone from the MQM Cadre or Karachi City Government would have courage to provide answer to my following points:

The Karachi City Government constructed Roads, Pedestrian Walkways/ Footpaths but why they failed to provide ramps enabling the wheel chair user disabled person to use these facilities in the same manner as used by normal person? Why no iron railings were erected on the foot paths and unauthorized encroachments removed so that blind people or physically disabled persons can use the same easily and without fear of mishaps resulting either loss of life or further physical impairment? Not only Karachi City Government but all other City Governments, Provincial Governments and Federal Government have failed in this regard.

The Karachi City Government developed parks, picnic spots and horticulture spots but no amenities; such as special washrooms and changing rooms etc.; are available for physically disabled persons to enjoy the life as being enjoyed by normal people. Why special entrance with ramps were not constructed at such spots and parking places designated for the vehicles carrying physically handicapped persons using wheel chairs or other equipments to visit and enjoy such places with ease and peace? Likewise all other City Governments, Provincial Governments and Federal Government are answerable on this count.

Can the Karachi City Government or all Provincial Governments or Federal Government provide explanation that in how many shopping centers and business spots, hotels above-mentioned facilities are available for the physically handicapped persons? If not then who is responsible for this criminal neglect; Leaders of MQM, Karachi City Government in relation to Karachi or other City Governments, Provincial Governments of respective Provinces or Federal Government?

Whether any authority in Pakistan can claim that disabled people either on wheelchair or otherwise can travel on any transport such as Railway, vans or buses with ease and safety? Whether Chief Minister of Sindh, Punjab, NWFP, Baluchistan or City Nazim of any city can ensure that such transport facilities are available under their domain? All the political stalwarts of Pakistan belonging to political parties are regular visitor or even resident of the western countries since years and they all know what type of infrastructural changes are required for disabled persons there. It appears that they deliberately failed to make such changes in infrastructure of the country and also failed to bring legislation to this effect.

I asked from all the persons who matter in Pakistan that had they ever checked that whether Schools, colleges, private educational institutions and hospitals in Sindh, Punjab, NWFP and Baluchistan are having all facilities as detailed above so that physically disabled persons could get education/ health facilities of their choice and get into the mainstream and to work for the betterment of country and society. If reply is in negative, which it is, then who is going to make legislation to this effect or issue administrative order for doing the needful or all concerned will wait for the time when someone like me approaches the Honorable Supreme Court of Pakistan seeking its indulgence in the matter on the basis of public interest litigation or enforcement of constitutional guaranteed right of equality of opportunities in job, education and life.

Whether I shall call it criminal negligence of all concerned or irony of fate that not a single Rehabilitation Centre for Spinal Injury and other physical impairment with all modern facilities, machineries and equipment is functioning in Pakistan. No such facility is available in Sindh including Karachi. I demand that such types of Rehabilitation Centers should be made at all provincial headquarters at the first stage and then at all big cities of the country to provide all sorts of facilities to the disabled persons in order to rehabilitate them in life.

Being living in Karachi I am more interested in the matters of Karachi and want to see this city as role model for other cities of Pakistan. I am enclosing a news item published in "Daily Dawn" of 4th December 2008 wherein one of MQM Minister Rauf Siddiqui, while speaking as chief guest at a seminar organized at a local hotel in Karachi on 3rd December 2008 to observe International Day for Persons with Disabilities announced that the:

"Sindh Government would form task force in the coming days for the welfare of the disabled" and further added that; "the job quota for disabled persons would be increased from the present two percent to five percent at the Sindh Government level".

The volley of promises didn't stop at the above-mentioned two points but he further made a tall claim that: "An amount of Rs500000/= would be given to the task force on behalf of the Sindh Government, while a plot would be allocated for the establishment of a building to house organizations working for the welfare of disabled" further added that "plot would be allocated in the Sindh Industrial and Trading Estate (SITE) to impart job training to people with disabilities".

I don't know about whether any task force was formed by Sindh Government or plot allotted and grant extended for the construction and housing of promised Task Force for the Welfare of the disabled persons but I am sure that quota of job was never increased by the Sindh Government from 2% to 5% as promised by the said Minister. Just ask this Minister that whether the business concerns, industries etc. under the control of Ministry of Commerce and Industry Sindh had provided jobs to disabled persons as per 2%? Or the Ministry itself had given jobs to educated disabled persons having higher qualification in accordance to 2% quota in several departments of Ministry? I wish I can see him fulfilling his promise. But with a disappointed smile, I have to say that instead of increasing to 5% he failed to implement even 2% quota in his ministry and organizations falling under the control of his ministerial domain. The 2% quota is applicable in all Governmental or Non Governmental organizations in terms of Disabled Persons Employment and Rehabilitation Ordinance 1981 then why persons with disabilities don't get jobs in public and private organizations? Why not any ministries employee the disabled person having higher qualifications in the departments coming under the said ministries? Why every time people like Rauf Siddiqui, Shazia Marri and others like of them; come deliver speeches; make false promises which they can't fulfill and then forget all about their words??? Are we waiting for angles to land in our pure country and do it with magic or we people have to take step for it? This year interestingly the said Minister appeared as a Chief Guest at a Blind Cricket Championship but the press has not attributed any utterances to him meaning that this year he didn't made any promises?

Interestingly till today as far as my humble knowledge is concerned not a single political party in Pakistan has given any representation to disabled persons in political set up of the country so that a person who really knows the hardship faced by disabled persons could represent and agitate their problems at the highest forum of the country.

I have few proposals which I want to discuss with City Nazim and Governor Sindh with the hope and assurance that they will listen to it with open mind and sympathetic heart and would really take such proposals into consideration and would form some task force for implementation. Being on wheel chair I can't go and meet them and I don't have any hope that they will grant me time and will make proper arrangement and schedule a meeting with me at their offices or at my home; hence this letter to you so that you should take up these highlighted issues with authorities sitting at the helm of affairs in the country; but out of reach of common people what to talk of a person with physical disability.

I am enclosing my press conference with the letter; hope you will give profound look to it and the questions which I asked in press conference, I request you to ask these from concerned circles on behalf of people with disabilities inclusive of me.

I hope that you and the others to whom I am forwarding copy of this letter would feel in the same manner as if your real daughter was passing through this agonies and problems; but I pray that Allah the Almighty may protect your kiths and kin from such calamity which had fallen on me and from the agony and problem from which I am passing through. In spite of all this what I am facing and passing I am thankful to Allah the Almighty who granted me courage to face this calamity and to stand up and fight for the rights of the people with disabilities. I don't need any financial help or pity of the Government or so called political leaders; who don't have time to address to problems of the people but busy in amassing wealth without realising that coffin has no pockets and graves had no vaults; what I demand is equal rights for the people with disabilities who want to enjoy and live their lives as other people of Pakistan and wanted to become part of society to work for the prosperity of this great land.

I end my letter with the hope that you will take notice of this humanitarian issue, initiate appropriate steps and raise your charged voice for us who are ignored by the state and being deprived of the constitutional guaranteed rights. And yes I addressed you as Altaf Bhai otherwise I would have preferred to call you chacha ji, as you are of the age of my father, and due to that you are my chacha. Hope you won't mind this.

Need of separate Association for 2-3 Wheelers

PAMA is not true representatives of 2-3 Wheelers Assemblers as only seven assemblers of 2-3 Wheelers are their members whereas more than 60 Assemblers of 2-3 Wheelers are members of APMA.

This is a known fact that 2-3 wheelers are different category than four wheelers or heavy vehicles according to criteria given in the Trade Organization Ordinance. WTO also recognized it as separate category according to Harmonized Sector Code (H S Code) which is recognized by Pakistan in Custom Tariff through FBR. Out Transport/Traffic Codes also recognized 2-3 wheelers as separate category.

Separate Associations are also allowed by the DTO in Textiles Sector for Spinning, Weaving, Hosiery, Apparels and Garments etc.

On the other hand PAMA membership form is very tedious and cumbersome and they are demanding heavy admission fee which is Rs300,000 and Annual fee is Rs250,000 which is very high for Small and Medium Companies. PAMA is also not entertaining the new membership of 2-3 Wheelers Assemblers and using delaying tactics. This fact can be confirmed through an independent checking of their record.

PAMA instead of resolving problems of the 2-3 wheelers assemblers was creating more problems for small and medium assemblers of 2-3 wheelers as one of their member of Motorcycles Assemblers (Yusuf H. Shirazi, Atlas Group) who have dominating role in PAMA did not want that small and medium assemblers of 2-3 wheelers prosper in the country as they were providing 2-3 wheelers transport at 60% of its price with same quality.

In view of the above it was requested to the government to restrict PAMA being Association of Four wheelers or Heavy vehicles and register APMA as genuine representative of 2-3 wheelers.

Government should seriously consider that Small and Medium Assemblers have already exported 25,000 Motorcycles due to competitive price and to attract R&D Support. They have also order in hand for export of another 10,000 units but due to non availability of Research and Development Rebate as mentioned above they are unable to compete in export prices.

Hence it is imminent that government should resolve the problems being faced by APMA members on immediate basis to just enable Small and Medium Assemblers to play their role in boosting exports and earn valuable foreign exchange for the country.

Hinopak buses export to Middle East and Africa

Hinopak is Pakistan's first automobile company to export its buses to Middle East and African countries in early 1990's and once again Hinopak will soon take a gigantic leap in the international market by starting export of buses to Middle East and Africa. In this regard, Mohammad Irfan Shaikh, Director Sales and Marketing, Hinopak stated its principal Hino Motors Ltd., Japan allowed for manufacturing Hino buses for export to Middle East and Africa. In this regard the first meeting with Hino distributors from Middle East and Africa was held in November last year, where Hino distributors showed their keen interest in Hino buses because of their quality which is not less than any international bus.

Irfan Shaikh also congratulated the City District Government Karachi to start the pilot project by inducting CNG buses in Karachi transport system. He further added that it is one such step which will augur well for the citizens of Karachi and will provide impetus for future induction of both new CNG and Diesel buses in Karachi and also other cities of Pakistan especially in Punjab. He mentioned that, in Punjab more than 1500 urban buses are successfully operating on the roads and facilitating the commuters. He also urged the government of Punjab to start operation of locally produced CNG buses which would definitely modernize the existing urban transport system.

He also said that Hinopak always consider the requirements of Pakistani transporters and introduce the revolutionary technologies in this regards. One of the recent examples is the induction of two new prime movers and Hino High power Dutro Super in its product range. The new prime movers Hino FG1J PM, Hino FM1J PM and Hino High Power Dutro Super are designed on the basis of research from our Japanese and Pakistani engineers to cater the needs of transportation sector and NHA loading requirements.

Since its inception Hinopak is continuously introducing the variety of buses for different operational requirements such as intercity, intracity and tour buses. These buses are started from 15 seaters to 63 seaters and providing safe and comfortable journey to the passengers of the country.

To continue with its pledge to give back to society, Hinopak Motors has yet again shown its commitment to welfare of the society, by establishing technical/ vocational education centre at SITE Model School which was revamped and adopted by Hinopak last year in August. This technical wing is fully equipped with two engines, technical tools and other academic material. The wing has already been joined by 25 students and a teacher.

Recently the Technical Wing was inaugurated by Chairman Sindh Board of Technical Education, Professor M. Saeed Siddiqui in a modest ceremony held at the school auditorium. Hideya lijima, Managing Director and CEO and other distinguished guests from Hinopak, CDGK, CMIS, FPCCI and SBTE were also present on the occasion.

Prof. Dr. Muhammad Saeed Siddiqui visited Hinopak Training Centre, which is officially affiliated with the Sindh Board of Technical Education.

It is the largest of its kind in the country and fully equipped with all relevant Training Aids to conduct a wide range of highly professional training courses in the field of automotive technology. Johnson Pereira, DGM, Training and Customer Services briefed Prof. Siddiqui about training centre.

He highlighted activities of the training centre and informed that since 1986 till to date over 12,000 persons from different walks of life were trained which ranged from technicians, drivers and professionals from the road transport industry of Pakistan.

He showed latest and up-to-date audio visual training aids that are used to impart theoretical instructions to the trainees. Training centre also has a large collection on cut sectioned models especially imported from Germany.
